KATHMANDU, Aug 7:
Organizers of the ´Power Summit 2013´ have claimed that the two-day event would help create favorable environment for hydropower sector.
Speaking at a press meet on Wednesday, Subarna Das Shrestha, President of Independent Power Producers´ Association Nepal (IPPAN), said the summit would energize the hydropower sector and help create environment conducive for the ongoing 70 projects, with installed capacity of 1,978 MW, that are under different phases of construction.
“From the experience of three editions of Power Summit, we have come to know that events like this can create enthusiasm and give momentum to the energy sector,” added Shrestha.
IPPAN is organizing the 4th Power Summit on August 26 and 27. It has already sent invitations to investors, suppliers of equipment and machinery for hydropower projects, consultants, and banks and financial institutes from India, China, Korea, Russia, Japan, Norway, Check Republic, Canada and the United States of America. Some 500 participants are taking part in the event including Nepali delegates.
The event is being organized after a hiatus of four years. IPPAN had organized the first three summits in 2006, 2007 and 2008.
“Despite unfavorable investment climate in the country, about 337 hydropower projects with total installed capacity of 9,021 MW are in different stages of project development. This became possible because of the power summits that we organized in the past,” said Shrestha. “Various speakers at those summits had drawn the attraction of the government toward hydropower development.”
IPPAN is organizing the ´4th Power Summit´ with theme of ´Hastening the Pace of Hydropower Development´ together with PTC India Limited and Non-Resident Nepali Association (NRNA).
NRNs commit to invest Rs1b in hydropower projects
Some 796 Non-Resident Nepalis (NRNs) from 34 countries, including migrant workers from the Middle-East and Malaysia, have pledged to invest Rs 1 billion in the hydropower sector.
NRN Investment Limited (NRNIL), a hydropower developer company promoted by NRNA and established in September 2012, had called investment commitment from NRNs in December last year and January 2013. NRNs and Nepali migrant workers have pledged to invest between Rs 100,000 to Rs 1 million in hydropower projects.
“We are about to start construction works for Dordi Khola Hydropower Project (27 MW) in Lamjung with the amount pledged by NRNs,” Tenzi Sherpa, general secretary of NRNA, said. “We are also studying the prospect of investing in some other projects with total installed capacity of 100 MW.”
NRNA´s proposal to make investment in Nepal has received huge welcome from NRNs and migrant workers currently residing in different countries. Earlier, Nepal Rastra Bank´s bond issuance to mobilize remittance for investment had failed to impress migrant workers.
“We want to invest in three to four 25-30 MW capacity projects. We will mobilize additional four billion for those projects,” Rameshwar Shah, managing director of NRNIL, said.

अगस्त २६ र २७ मा ऊर्जा सम्मेलन हुने
विभिन्न देशबाट करिब ५ सयको सहभागिता रहने
२३ साउन, काठमाडौं । जलविद्युत विकासको विभिन्न आयामबारे विश्लेषण गरी भावी रणनीति तयार गर्ने उदेश्यले स्वतन्त्र ऊर्जा उत्पादक संघको अग्रसरतामा यही अगस्ट २६ र २७ मा ऊर्जा सम्मेलन हुने भएको छ । ऊर्जा मन्त्रालयको सहयोगमा हुने उक्त सम्मेलनको आयोजकमा पीटीसी इण्डिया लिमिटेड र एनआरएनए पनि रहेका इपानले बुधबार पत्रकार सम्मेलन आयोजना गरी जानकारी दिएको छ ।
विविधि समस्याको कारण नेपालमा जलविद्युत विकासले गति लिन नसकेको समयमा नीति निर्मातालाई घच्घचाउन पनि सम्मेलन आवश्यक भएको इपानका अध्यक्ष सुवर्णदास श्रेष्ठले बताउनुभयो । ‘यसअघि भएका सम्मेलनले केही उपलब्धी दिएन भन्ने चर्चा हुने गरेको छ’, उहाँले भन्नुभयो, ‘यस्तो अवस्थामा नीति निर्मातालाई दबाब दिन र ऊर्जाका वास्तविक समस्याबारे प्रवर्द्धक तथा लगानीकर्तालाई जानकारी गारउन सम्मेलन उपयोगी माध्यम हुनेछ ।’
सात वर्षमा १ सय ८० मेगावाट
माओवादी द्वन्द्व अन्त्य भएपछि इपानको पहलमा २००६, २००७ र २००८ मा यस्तै सम्मेलन आयोजना गरिएका थिए । सात वर्षको उक्त अवधिमा निजी क्षेत्रबाट १ सय १० मेगावाट र नेपाल विद्युत प्राधिकरणबाट ७० मेगावाट गरी १ सय ८० मेगावाट उत्पादन भएको छ ।
‘यो सन्तोषजनक उपलब्धी होइन’, अध्यक्ष श्रेष्ठले भन्नुभयो, ‘उपलब्धी नहुनुका कारणबारे विश्लेषण गरी विकासलाई कसरी तीव्रता दिन सकिन्छ भन्ने वहसका लागि पुनः सम्मेलन गर्न लागिएको हो ।’ त्यसैले यस पटकको सम्मेलनको नारा ‘जलविद्युत विकासको गतिमा तीव्रता’ अर्थात Hastening Pace of Hydropower Development राखिएको इपानले जनाएको छ ।
पाँच सयको सहभागिता रहने
सम्मेलनमा भारत, चीन, कोरिया, रसिया, जापान, नर्वे, चेक रिपब्लिक, क्यानडा, अमेरिकालगायत मुलुकबाट लगानीकर्ता, मेशिनरी आपूर्तिकर्ता, परामर्शदाता, वित्तीय संस्था, बीमा कम्पनी, कुटनीतिक नियोगका प्रतिनिधिसहित ५ सयको सहभागिता रहने अनुमान गरिएको इपानले जनाएको छ ।
‘नेपालमा जलविद्युत विकासमा रहेका कानुनी सुधारका पाटा, विभिन्न मन्त्रालयले कार्यान्वयन गर्ने कानुनबीच सामन्जस्यता, सरकारले लक्ष्य गरेको आर्थिक वृद्धि हासिल गर्न वास्तविक ऊर्जाको माग र आपूर्तिबीचको सन्तुलन, आयोजनामा आधारित लगानीको पक्ष, जलविद्युत विकासमा प्रसारण लाइनको अपरिहार्यता र विकासको मोडलबारे स्पष्ट दृष्टिकोण निर्माण गर्न सम्मेलन उपयोगी हुनेछ’, इपानद्वारा जारी विज्ञप्तिमा भनिएको छ ।
घोषणपत्रमा ऊर्जा नीति राख्न अनुरोध
संविधानसभा चुनावको पूर्वसन्ध्यामा गरिने सम्मेलनले सबै राजनीतिक दलको घोषणपत्रमा जलविद्युत विकासबारे साझा अवधारणा समावेश गर्न सहयोग पुग्ने इपानका अध्यक्ष श्रेष्ठले बताउनुभयो । ‘सरकारसँगै नीति फेरिने समस्याबाट ऊर्जा क्षेत्र पीडित छ’, इपान अध्यक्ष श्रेष्ठले भन्नुभयो, ‘घोषणापत्रमै न्यूनतम विषय राख्न सकियो भने कार्यकर्ता तहबाट नबुझेर हुने असमझदारी अन्त्य हुन सक्छ ।’
सम्मेलनमा चार विषयमा छलफल हुने इपानले जनाएको छ । आन्तरिक खपतका आयोजना र आन्तरिक लगानी, आन्तरिक खपतका आयोजना र विदेशी लगानी, वाह्य बजार केन्दि्रत आयोजना र विदेशी लगानी र विद्युतीय ऊर्जाको बजार र बजार व्यवस्थापनका उपाय विषयमा छुट्टाछुट्टै छलफल आयोजना गरिने भएको छ ।
एचआइडीसीएलको लगानी बैठकसँग समन्वय गरिने
जलविद्युत आयोजनाहरुमा पुँजी उपलब्ध गराउने उदेश्यले सरकारले स्थापना गरेको जलविद्युत लगानी तथा विकास कम्पनी (एचआइडीसीएल) को आयोजनामा अगस्ट २८ र २९ गते जलविद्युत लगानीसम्बन्धी अन्तर्राष्ट्रिय बैठक आयोजना गर्ने कार्यक्रम रहेको छ । एचआइडीसीएलसँग समझदारी गरेर दुवै सम्मेलनलाई लगातार चार दिने सञ्चालन गर्ने व्यवस्था गर्ने इपानले जनाएको छ ।
निर्माणको क्रममा २ हजार मेगावाट
ऊर्जा सम्मेलनले लाइसेन्स लिएर अध्ययन भइरहेका र निर्माणको क्रममा रहेका विभिन्न आयोजना दु्रत गतिमा विकास गर्न आवश्यक प्राविधिक, पुँजीगत र नीतिगत समस्या समाधानको प्रयास गर्ने अपेक्षा गरिएको छ ।
हाल ९ हजार ९१ मेगावाट क्षमताका ३ सय ३७ आयोजनाको सर्वेक्षण लाइसेन्स जारी, ३ हजार ९ सय ८ मेगावाट क्षमताका ७४ आयोजना उत्पादन अनुमतिको लागि आवेदन दिइसकेको, १ हजार ५ सय ९८ मेगावाट क्षमताका १ सय ११ आयोजना पीपीए भइसकेको र १ हजार ९ सय ७८ मेगावाटका ७० आयोजना तत्काल निर्माणमा जान उत्पादन अनुमति प्राप्त गरेका चरणमा रहेका जानकारी इपानले दिएको छ ।
