Minister Khadka Calls on Commission to Settle ToD Meter Issue

Kathmandu – Minister for Energy, Water Resources, and Irrigation, Deepak Khadka, has stated that the decision regarding Time-of-Day (ToD) metering should be made by the Electricity Regulatory Commission.

Speaking at the occasion of the sixth anniversary of the Electricity Regulatory Commission, he noted that despite the existence of a powerful regulatory body, there has been prolonged controversy over the issue of ToD meters. “We have an empowered Electricity Regulatory Commission, yet there’s been such a long dispute over ToD meters. People are not paying the dues they owe, and the amounts that should be collected are not being collected. Is this acceptable? It is the responsibility of the regulatory commission to resolve this issue,” he said.

“They say, ‘Give us the bill, and we’ll pay,’ but the issuing body insists the bill is already clear. The government hasn’t announced any waiver, nor has it said the bills should not be paid,” he added.

There is an ongoing dispute between industrialists and the authority regarding the dues related to dedicated feeders and trunk lines. Due to disagreements over the details of the Time-of-Day (ToD) meters, the outstanding payments have not been collected.
