KATHMANDU, Nov 9: A meeting of the board of directors of the Nepal Electricity Authority (NEA) on Thursday has decided to install thermal plants of 80 megawatts capacity within nine months. The decision is in line with the government´s Load-shedding Minimization Work Plan, which was approved by the cabinet a month ago.
An NEA source said, “A 36 MW plant will be installed within the next three months and another 44 MW plant will be installed in about nine months.”
According to the work plan, the government aims to generate a total of 200 MW through thermal plants. The board meeting also decided to appoint Digambar Jha, former managing director of Nepal Oil Corporation, as consultant for the purpose of installing the plants
The board meeting also discussed potential sites for installing the plants — Parwanipur and Pathlaiya in Bara, Simara of Sarlahi, Duhabi in Sunsari, Lahan in Siraha, Heatuda of Makwanpur, and Bhairahawa of Rupandehi. “These are only the potential sites and the installation would depend upon the availability of land, capacity of transmission line, demand for electricity for factories, etc but Parwanipur is the most probable,” said an NEA source on condition of anonymity.
The installation works depends on the budget that the government allocates. There are currently two thermal power plants in the country — in Duhabi and Heatuda — and these can generate about 40 MW.
Although the government´s load-shedding work plan states that thermal plant installation would be completed by the end of November, it now appears impossible. “There was some delay in the decision-making process but at least 36 MW can be generated by the end of January if the govenrment provides budget on time,” said the sources.

८० मेगावाटको डिजेल प्लान्ट किन्दै प्राधिकरण
काठमाडौं, कात्तिक २४ – विद्युत प्राधिकरणले ८० मेगावाट क्षमताको डिजेल प्लान्ट किन्ने निर्णय गरेको छ। प्राधिकरण सञ्चालक समितिको बिहीबार बिहान बसेको बैठकले डिजेल प्लान्ट किन्ने निर्णय गरेको हो। भारतबाट आयात गरिएको पेट्रोलियम पदार्र्थको रकम तिर्न सरकारले हरेकपटक आयल निगमलाई अनुदान दिन परिरहेको समयमा अत्यन्तै धेरै इन्धन खपत गर्ने डिजेल प्लान्ट किन्ने विवादास्पद निर्णय प्राधिकरणले गरेको छ।
गत वर्ष पनि सरकारले डिजेलप्लान्ट किन्ने तयारी गरेको थियो। त्यतिखेर सभासद्हरुले निकै ठूलो विरोध गरेकाले रोकिएको थियो। संसद नभएको मौका छोपेर सरकारले ८० मेगावाट डिजेल प्लान्ट किन्न टेन्डर गर्ने निर्णय गरेको छ। ‘प्राधिकरणलाई एक पैसा पनि व्ययभार नपर्नेगरी डिजेल प्लान्ट किन्न सहमति दिएका हौं,’ प्राधिकरण सञ्चालक समितिका एक सदस्यले भने।
डिजेलप्लन्ट किन्ने, त्यसलाई सञ्चालन गर्न आवश्यक इन्धन सरकारले नै उपलब्ध गराउने गरी निर्णय भएको ती सञ्चालकले दाबी गरे। तर किनिसकेपछि त्यसको सञ्चालन र घाटाको दायित्वसमेत प्राधिकरणले नै बोक्नुपर्ने अवस्था आउने निश्चित छ।
डिजेल प्लान्ट किन्न समझदारीपत्र तयार गर्ने, टेन्डर गर्ने लगायत काम ऊर्जा मन्त्रालयले नै अघि बढाउने भएको छ। यसका लागि प्राधिकरण सञ्चालक समितिले आयल निगमका पूर्व कार्यकारी निर्देशक दिगम्बर झालाई परामर्शदाता नियुक्त गरेको छ।
दूरसञ्चार प्राधिकरणको अध्यक्षका लागि दरखास्त दिएका झालाई प्राधिकरणले यसअघि त्रिशुली तेस्रो-‘ए’ जलविद्युत आयोजनाको क्षमता वृद्धि सम्बन्धी अध्ययन कार्यदलमा समेत विज्ञका रुपमा राखेको छ।
स्रोतका अनुसार आउँदो वैशाखभित्र डिजेल प्लान्ट ल्याएर चलाउने तयारीमा सरकार लागेको छ। अहिले ऊर्जा मन्त्रालयको जिम्मेवारी प्रधानमन्त्री बाबुराम भट्टराई आफैंले लिएका छन्। डिजेल प्लान्ट किन्ने निर्णयमा समेत प्रधानमन्त्री भट्टराई र अर्थमन्त्री वर्षमान पुनको विशेष चासो रहेको स्रोतले बतायो।
स्रोतका अनुसार एउटा डिजेल प्लान्टले डेढ मेगावाटमात्र बिजुली निकाल्छ। एक लिटर डिजेलबाट बढीमा साढे तीन युनिटमात्र बिजुली निस्कन्छ। प्राधिकरणले एक युनिट बिजुली बेच्दा औसत १० रुपैयाँमात्र प्राप्त गर्छ। डिजेलबाट निकालिने बिजुलीको लागत प्रति युनिट ३० रुपैयाँ पर्छ।
मन्त्रिपरिषदले पास गरेको लोडसेडिङ न्यूनीकरण कार्ययोजनामा दुई सय मेगावाट बिजुली निकाल्नेगरि थर्मलप्लान्ट किन्ने उल्लेख छ।
प्राधिकरणलाई डिजेल प्लान्ट चलाउन वाध्य बनाउँदा संस्था आर्थिक रुपमा टाट पल्टिने चेतावनी कर्मचारीहरुले दिइरहेका छन्। ‘सरकारले आफैंले किनेर, आफैंले डिजेल हालेर प्लान्ट चलाउँछ भने ठिकै छ, प्राधिकरणलाई चलाउन बाध्य बनाइयो भने यो हामीलाई सह्य हुँदैन,’ प्राधिकरण कर्मचारी युनियनका अध्यक्ष रामप्रसाद रिमालले भने।
