Upper Tamakoshi Hydropower Project:Half of tunnel work completed

    In an encouraging progress, 50 percent of the tunnel construction work on the Upper Tamakoshi Hydropower Project has (UTHP) has been completed on time.

    Normally, tunnel construction is considered as the most difficult work on hydropower projects.

    Of the 16km tunnel to be built, construction of the 8km section was completed on Friday, indicating that the 456MW project developed under domestic investment is on track for timely completion.

    “If the momentum continues and things go as planned, we see the project complete by mid-April 2016,” said Bigyan Prasad Sharma, acting project chief.

    In a bid to speed-up construction work, the workforce deployed at site offices, including in Charikot, were transferred to the main site in Lamabagar VDC, Dolkha, 10 months ago. Adoption of provisions like the “digital daily entry system” and punishment and reward to workers also contributed to the timely completion of the tunnel work, the project said.

    Project officials said the project work, which was earlier estimated to get delayed by around one and half years, made a significant progress due to “effective management practice”. After the project implemented the allowance and electronic attendance systems, around 75 percent of the workers and almost all of the staff members of the Chinese contractor Sino Hydro started to report to work in time.

    “Before the implementation of the systems, it was difficult to know who is working where,” said a project employee. “There were chances of cheating from dishonest employees.”

    Site Engineer Bimal Gurung said efficiency of 80 percent of the workers has increased. “We have been able to complete construction of 8,002m section of the 15,960m tunnel,” he said.

    Tamakoshi hydropower project is the country’s biggest under-construction project and its capacity is two-third of the total energy presently being generated in the country. The run-of-the-river type project will run daily for four hours in full capacity even during the dry season. “It will play a big role in solving the power shortage problem,” said Gurung.

    According to the project, 48 percent of the civil construction work and 41 percent of the total construction work has so far been completed. Sino Hydro holds the contract for civil construction and employs 400 Chinese and 1,200 Nepali workers. Project chief Shrestha said they aim to complete 50 percent of the total work by end of this fiscal year. To achieve the target, the project is mulling continuing the work even during public holidays, including Dashain and Tihar holidays.

    तामाकोसी सुरुङ आधा सकियो

    दोलखा, फाल्गुन १२ –
    जलविद्युत् आयोजनामा कठिन मानिने सुरुङ निर्माणको आधा काम निर्धारित समयमै सकेर तामाकोसीले उत्साह जगाएको छ । स्वदेशी लगानीमा निर्माण भइरहेको माथिल्लो तामाकोसी जलविद्युत् आयोजनाको करिब १६ किलोमिटरमध्ये आठ किलोमिटर सुरुङ निर्माण शुक्रबार सकिएको

    हो । यो उपलब्धिपछि ४५६ मेगावाट विद्युत् उत्पादन हुने तामाकोसी लक्ष्यअनुसारकै तिथिमा सम्पन्न हुने आशा राखिएको छ । ‘सबै कुराले साथ दिए विक्रम संवत् २०७२ चैतभित्र आयोजना सम्पन्न हुने आशा देखियो,’ निमित्त आयोजना प्रमुख विज्ञानप्रसाद श्रेष्ठले कान्तिपुरसँग भने, ‘सुरुङजस्तो कठिन कार्य आधा सम्पन्न हुनु भनेको सिंगो आयोजनाको काम नै आधा सकिनुजस्तैे हो ।’

    आयोजनाको काम ढिला हुँदै गएको अवस्थामा गएको वैशाखदेखि दोलखा चरिकोटलगायतको अनावश्यक साइट कार्यालयहरू बन्द गरी सम्पूर्ण जनशक्ति निर्माणस्थल लामाबगरमा केन्दि्रत गरिएको थियो । डिजिटल हाजिर राखी कर्मचारीलाई दण्ड र पुरस्कारको व्यवस्था गरेपछि आशा गरिएभन्दा बढी उपलब्धि भएको दाबी आयोजनाको छ । सुरुका दिनहरूमा डेढ वर्ष ढिला हुने अनुमान गरिएको आयोजना उत्कृष्ट व्यवस्थापनले नै समयमै सक्ने स्थितिमा पुगेको अनुभव कर्मचारी सुनाउँछन् । विद्युतीय हाजिरीअनुसार गणना गरी त्यस आधारमा भत्ता दिने व्यवस्थाले आयोजनाका करिब ८५ प्रतिशत र परामर्शदाताका करिब सबै कर्मचारी नियमअनुसार काममा खटेको रेकर्डबाट देखिन्छ । ‘डिजिटल हाजिरी राख्नुअघि को कहाँ छ ठेगान हुन्नथ्यो,’ एक कर्मचारीले भने ।

    कठिन र सबैभन्दा प्रगतिमा भरोसा गर्न नसकिने कार्य सुरुङ निर्माणको हो । आयोजनाका साइट प्रमुख विमल गुरुङका अनुसार हालसम्म १५ हजार ९ सय ६० मिटरमध्ये आठ हजार दुई मिटर सकिएको छ । यो प्रगतिले सुरुका दिनहरूमा ढिला भएको तामाकोसीको कार्यसमेत धेरैजसो पूर्ति गरिसकेको छ । ‘यो उपलब्धिले आयोजना समयमै सक्ने कुरामा थप आशावादी भएका हौं,’ गुरुङ भन्छन्, ‘समग्रमा कार्यरत ८० प्रतिशत कर्मचारीहरू दिनहुँ आयोजनास्थलमा खटेको परिणाम हो यो ।’

    तामाकोसी आयोजना हाल नेपालको सबैभन्दा ठुलो जलविद्युत् केन्द्रभन्दा करिब तीन गुणा ठूलो आयोजना हो । यसको उत्पादन क्षमता नेपालको विद्यमान विद्युत्को क्षमताको  दुईतिहाई हुन आउँछ । यो आयोजना सम्पन्न भएपछि दुईतिहाई ऊर्जा क्षमता वृद्धि हुन्छ । दैनिक पिकिङ प्रकारको रन अफ द आयोजना भएकाले सबैभन्दा सुक्खा मौसममा समेत दैनिक न्यूनतम चार घन्टा ४५६ मेगावाट नै विद्युत् उत्पादन गर्न सक्नेछ । ‘त्यसैले विद्यमान लोडसेडिङ हटाउन यस आयोजनाले ठूलो सहयोग पुर्‍याउँछ,’ साइट प्रमुख गुरुङ बताउँछन् ।

    सुरुङभित्रको केही स्थानबाहेक भौगोलिक बनावटले साथ दिएकाले मंगलबार साँझसम्म तोकिएको समयभित्रै सुरुङमा आधा सफलता मिलेको हो । आयोजनाका अनुसार सिभिल निर्माणको कार्यमा हालसम्म ४८ प्रतिशत कार्य सम्पन्न भइसकेको छ । चिनियाँ निर्माण कम्पनी सिनो हाइड्रोले जिम्मा लिएको उक्त कार्य गर्न करिब चार सय चिनियाँसहित एक हजार दुई नेपाली श्रमिक खटिरहेको जानकारी आयोजनाले दिएको छ । आयोजनाका अनुसार हालसम्म सम्पूर्ण प्रगति करिब ४१ प्रतिशत देखिएको छ ।

    ‘सबै कार्यहरूमा चालु आर्थिक वर्षभित्र ५० प्रतिशत प्रगति आउला भन्ने लक्षण देखायो,’ निमित्त आयोजना प्रमुख श्रेष्ठले विश्वास व्यक्त गरे । उक्त लक्ष्य पूरा गर्न बिदाको दिन पनि काम चालु राख्ने सोचाइ आयोजनाको छ । गएका दसैं-तिहारमा पनि आयोजनाको कार्य चालु राखिएको थियो ।

    आयोजनाले सिमेन्ट, इन्धन र विस्फोटक पदार्थलगायत सबै किसिमका सामानहरू यथोचित समयमा तयार पार्न सूक्ष्म ढंगले योजना निर्माण गरी लागिपरेको आयोजनाको दाबी छ ।
