गुल्मी, फाल्गुन २२ –
उपल्लो हुग्दीखोला जलविद्युत् परियोजना निर्माण सुरु भएको छ । शान्तिपुर र हरेवा गाविसमा बाँध बाँधेर १ हजार ६ सय मिटर पाइपलाइन मार्फत रुपाकोटको खसीमारेखोला नजिकै पाँच मेगावाट विद्युत् उत्पादन गर्ने गरी साहस हाइड्रो पावर कम्पनी र रुरु जलविद्युत् परियोजनाले संयुक्त लगानीमा योजना निर्माण थालेका हुन् । परियोजनाको सोमबार कार्यकारी अध्यक्ष हिमप्रसाद पाठक, प्रबन्ध निर्देशक भरतप्रसाद नेपाल र स्थानीय बासिन्दाले संयुक्त रूपमा शिलान्यास गरे ।
झन्डै ७५ करोड रुपैयाँ लागत रहेको परियोजना निर्माणका लागि प्रभावित क्षेत्रको जग्गा खरिद, विद्युत् खरिद सम्झौता, वातावरणीय प्रभाव मूल्यांकनलगायत सबै कार्य सम्पन्न गरी निर्माण सुरु गरिएको पाठकले बताए ।
‘सुरु गरेको १६ महिनामा सम्पन्न गर्ने गरी हामीले थ्रीएच कन्ट्रक्सन कम्पन्नीलाई ठेक्का दिएका छौं,’ अध्यक्ष पाठकले भने, ‘उपल्लो हुग्दीखोला जलविद्युत् परियोजना स्थानीय व्यक्ति, संघसंस्थाको पूर्ण संलग्नतामा निर्माण सुरु गरिएको हो ।’ परियोजनामा साहस हाइड्रो प्रालिको ७० प्रतिशत र रुरु जलविद्युत् परियोजनाको ३० प्रतिशत लगानी छ । परियोजनामा स्थानीय व्यक्ति, संघसंस्थाले झन्डै १ करोड रुपैयाँ सेयरका रुपमा लगानी गरेको परियोजनाले जनाएको छ । परियोजना सम्पन्न भए झन्डै जिल्लाको विद्युत् आपूर्तिको पूरै भार थेग्न सक्ने विद्युत् प्राधिकरणले जनाएको छ । अहिले जिल्लामा वितरण गरिएको विद्युत् प्रसारण लाइन निकै लामो भएकाले नियमित विद्युत् आपूर्तिमा समस्या हुने गरेको छ ।

Upper Hugdi Khola Jalabidhyut Pariyojana Pvt.Ltd.
Ru Ru Jalbidhyut Pariyojana Pvt.Ltd. obtained survey license of capacity 5000 KW from Department of Electricity Development (DoED) for development of Upper Hugdi Khola Hydropower Project located at Hugdi Khola of Gulmi district. During feasibility study period of the project, Nepal Electricity Authority has fixed the ceiling for design discharge at 65% probability of exceedence on the basis of which the installed capacity of the project was fixed at 2625kW. After completion of feasibility study and further river flow measurement and exploration of different options to increase the capacity so that financial soundness could be increased. In the mean time, Nepal Electricity Authority has announced to purchase the electricity of those projects which installed capacity is fixed with design discharge at least 40% probability of exceedence which was awaiting policy to the company. Due to formulation of this policy exploitation of potentiality of the river as well as project’s financial soundness could be increased by increasing the power output in marginal increase in project cost. This could make project more feasible in current situation of construction cost increase and stagnant energy price.
In this connection, Ruru Jalbidhyut Pariyojana (P) Ltd. has signed the agreement with CEPAD Hydro Consultants (P) Ltd. for upgrading the feasibility study of the project. Immediately after signing of the agreement, the consultant has started to upgrade the capacity of the project as per the changed policy of NEA. The main objectives of study is to upgrade the feasibility study for new installed capacity on the basis of design discharge at least 40% probability of exceedence.

Access:- Kathmandu to Butwal -260 km (Black topped road) Butwal to Ridhi Bazaar- 63 km (Black topped road)- Ridhi Bazaar to Shantipur Bazaar-34 km (earthen road)- Intake is 300 m downstream of Shantipur Bazaar which is linked with road and all along the head race are very close and parallel to road. Wheeling / Transmission:-Nowadays many projects are not viable due to un availability of grid in Nepal Grid. The existing Bir Bas Sub Station 33/11 kV is 12.5 km apart from our Power Station. Nepal Electricity Authority (NEA) is planning to construct 33/11 kV substation in Majuwa, which is only 2.5 km from our Power Station. Site office is established at Rupakot VDC.
