Six hydel projects apply for PDA

    Power development agreementsSix hydropower projects with collective capacity 1,130 MW have applied to the government for Power Development Agreement (PDA).

    The projects are Upper Trishuli A (216 MW), Upper Myarsandi A (50 MW), Middle Bhotekoshi I (40 MW), Budhi Gandaki II (260 MW), Kali Gandaki Gorge (164 MW), and Lower Arun (400 MW).

    The PDA applications have come at a time when the agreement signing for a number of projects has remained in limbo for the last several years.

    DoED Spokesperson Gokarna Pant said after the introduction of the PDA Procedure 2013 on January 23, the Department of Electricity Development (DoED) had formally called the power developers for PDA signing, giving them two months’ time. “Earlier, several developers were demanding PDA. But only six have applied fulfilling all necessary criteria as per the new procedure,” he said.

    The department has even expressed its readiness to extend the deadline by one more month, if requested by the developers, but none of them have requested for the same, according to DoED officials.

    Of the six PDA applicants, only Upper Trishuli A has paid the PDA fee while submitting the sought documents, Pant said. “Despite the submission of all required documents, the applications of the five projects will not be forwarded unless they clear the fee,” he added.

    As per the PDA Procedure 2013, power developers have to pay $1,500 per MW as processing fee for PDA signing. If the government refuses to sign the agreement after the payment of the fees, the amount will be refunded.

    Among other application requirements as per the new procedure are feasibility report along with estimated cost; financial analysis and drawing design; environmental impact assessment report; photocopy of the power purchase agreement (PPA) signed with the Nepal Electricity Authority (NEA); and the letter of intent submitted by the funding institution to the developer.

    Although the DoED said it will soon begin PDA negotiation after the projects clear the processing fee, the Energy Ministry said it still does not have a proper PDA format in its hands.

    As per the instruction of Chief Secretary Lila Mani Paudel, the ministry had planned to use single PDA template for negotiating with projects with different capacities. Previously, the ministry had prepared a template for negotiating with projects with less than 500MW capacity, while the Investment Board Nepal (IBN) had prepared another template for projects above 500MW. Officials said the ministry was not in position to sign the PDA as the IBN has not provided it the PDA draft.

    Besides these six projects, other projects like Lower Arun (400 MW), Balefi (50 MW) and Likhu (120 MW), have also been pressing the Energy Ministry for PDA.

    ६ आयोजनाद्धारा पीडीएका लागि निवेदन

    काठमाडौं, १२ चैत – आधा दर्जन जलविद्युत् आयोजनाका लगानीकर्ताले आयोजना विकास सम्झौता (पीडीए) गर्न ऊर्जा मन्त्रालयमा निवेदन दिएका छन् ।
    पीडीएका लागि निवेदन दिने लगानीकर्तामा लोअर अरुण हाइड्रोइलेक्ट्रिक कम्पनी (तल्लो अरुण ४ सय मेगावाट), नेपाल वाटर एन्ड इनर्जी डेभलपमेन्ट कम्पनी (माथिल्लो त्रिशूली–१, २ सय १६ मेगावाट)  नौलो नेपाल (बूढीगण्डकी ‘ख’, २ सय ६० मेगावाट), एनईसीटी एजवाई एम जेभी (कालीगण्डकी गर्ज, १ सय ६४ मेगावाट) सिनो सगरमाथा हाइड्रोपावर कम्पनी (माथिल्लो मस्र्याङ्दी–१, ५० मेगावाट) र तारा इनर्जी (मध्यभोटेकोसी–१, ४० मेगावाट) रहेका छन् । यी आयोजनाको कुल जडित क्षमता १ हजार १ सय ३० मेगावाट छ ।
    सबै आयोजना विदेशी लगानीमा बन्न लागेकाले पीडीएका लागि मन्त्रालयमा आवेदन दिएका हुन् । पीडएमा आवेदन दिनेमध्ये नेपाल वाटरले पीडीए शुल्क पौने ३ करोड रुपैयाँ बुझाएको विद्युत् विकास विभागका सिनियर डिभिजनल इन्जिनियर गोकर्ण पन्तले बताए । उनका अनुसार अन्य पाँच आयोजनाका लागानीकर्ताले भने पीडीए शुल्क बुझाएका छैनन् । शुल्क बुझाउनसँग मात्र सरकारले पीडीए थाल्नेछ ।
    पीडीए शुल्क प्रतिमेगावाट करिब १ लाख २७ हजार रुपैयाँ (१ हजार ५ सय डलर) निर्धारण गरिएको छ । पीडीए शुल्कबापत आधा दर्जन आयोजनाबाट राज्यले करिब साढे १४ करोड रुपैयाँ (१६ लाख ९५ हजार डलर) प्राप्त गर्नेछ । पीडीएको निर्देशिकासमेत तयार भइसकेको छ । ऊर्जा र लगानी बोर्डले विदेशी लगानीकर्ताका लागि पीडीए तयार गरिसकेका छन् ।
    यस्तै ३ हजार ५० मेगावाट क्षमताका चार ठूला जलविद्युत् आयोजनाका लगानीकर्ताले पीडीएका लागि लगानी बोर्डमा निवेदन दिइसकेका छन् । बोर्डले पनि तयारी गरिहरहेको छ ।
    नयाँ पीडीएको मस्यौदामा संस्थागत सामाजिक उत्तरदायित्व (सीएसआर) को व्यवस्था गरी आयोजनाको लगानीकर्ताले प्रभावित क्षेत्रमा अस्पताल, स्कुल, क्याम्पस, खानेपानी र सिँचाइजस्ता अत्यावश्यक पूर्वाधार निर्माणका लागि केही प्रतिशत लगानी गर्नुपर्ने अनिवार्य व्यवस्था गरिएको छ ।
    लगानीकर्ताले आयोजनाको विस्तृत अध्ययन प्रतिवेदन (डीपीआर) तयारीका साथै वातावरणीय प्रभाव मूल्यांकन र कनेक्सन एग्रिमेन्ट र पीपीए गरेपछि मात्र पीडीए गर्ने प्रावधान राखिएको छ । समयसीमामा काम नगर्ने लगानीकर्ताको पीडीए खारेज हुने र पीडीए गरेपछि मात्र वित्तीय व्यवस्थापन गरे हुने प्रावधान राखिएको छ ।
    लगानीकर्ताबाट राज्यले लिने लाभ, दिनुपर्ने सेवा–सुविधाका साथै सुरक्षाको प्रत्याभूति, लगानीमैत्री वातावरणको सुनिश्चितता, सम्झौताको मितिलाई आधार मानेर प्रवद्र्धकहरूले राज्यबाट पाउने कर छुट, निःशुल्क बिजुली लिने–दिनेजस्ता विषयमा सरकार र प्रवद्र्धकबीच हुने सम्झौता पीडीए हो ।
    सरकारसँग पीडीए भएपछि मात्र बैंकहरूले आयोजनामा लगानी गर्छन् । ऐन–नियममार्फत करको दरमा परिवर्तन भए पनि पीडीए भइसकेका आयोजनामा पुरानै सेवा–सुविधा लागू हुनेछ भने आयोजनालाई सरकारले राष्ट्रियकरण गर्न पाउनेछैन । लगानीकर्ताको धितो भनेकै पीडीए डकुमेन्ट हो भने सोही डकुमेन्टलाई बैंकमा पेस गरेर लगानीकर्ताले आयोजना बनाउन कर्जा लिन्छन् ।
