The investment structure for Upper Modi Hydropower Project (47 MW), to be developed in joint investment of NEA and the Korea Water Resource Corporation (K-Water), has been approved by NEA.
The NEA board meeting held on Monday approved a new investment structure with K-Water investing 30 percent, NEA 60 percent, and the rest 10 percent from the general public. This confirms that the project will be constructed. K-Water will be responsible for making financial arrangements for the project and it says it will bring investment from the Asian Development Bank (ADB) and Export Import (Exim) Bank of Korea. The two institutions had signed Project Development Agreement (PDA) in April, 2011 and agreed to move the project forward within a year by forming a joint company. K-Water had agreed to invest 80 percent in the project and NEA 20 percent at the time but it has since rearranged the investment structure after the project did not turn out to be financially attractive following feasibility study. K-Water decided to reduce investment after the feasibility study, done jointly with NEA, showed that the generated electricity should be sold at a minimum rate of 8.50 cents or Rs 7.22 per unit to take loans at commercial interest rate.
The project required soft loans after NEA stated that it cannot pay more than 6.50 cents or Rs 5.52 for every unit. Involvement of the Nepal government became necessary for the project due to ADB’s condition that K-Water cannot invest abroad taking soft loans despite being a government-owned company. The feasibility study has put the estimated project cost at Rs 6.70 billion (US$ 780 million). The project is expected to generate 283 million units of electricity a year. The run of the river project, being developed for internal consumption, will be constructed in Parbat district.

माथिल्लो मोदी ‘ए’ को शेयर संरचना परिवर्तन
– सहुलियत दरमा ऋण लिएर प्राधिकरणले निर्माण गर्ने – प्राधिकरणको ६०, केवाटरको ३० र सर्वसाधारणको १० प्रतिशत शेयर
कात्तिक ४, काठमाडौं । नेपाल विद्युत् प्राधिकरणको सञ्चालक समितिले माथिल्लो मोदी ‘ए’ जलविद्युत् आयोजनामा प्राधिकरणको बहुमत शेयर रहने गरी निर्माण गर्ने निर्णय गरेको छ । समितिको सोमवार बसेको बैठकले सो आयोजनामा प्राधिकरणको ६० प्रतिशत शेयर राख्ने निर्णय गरेको प्राधिकरण सञ्चालक समितिका एक सदस्यले अभियानलाई बताए । बैठकले कोरियन कम्पनी कोरिया वाटर रिसोर्स कर्पोरेशन (केवाटर) केवाटरलाई ३० र सर्वसाधारणलाई १० प्रतिशत शेयर दिने निर्णय पनि गरेको छ । आयोजना एशियाली विकास बैङ्क, कोरियन एक्जीम बैङ्कलगायतका दातृ निकायबाट सहुलियत दरमा ऋण लिएर निर्माण गरिने पनि ती सञ्चालकले बताए । उनले भने, ‘व्यापारिक ऋण लिएर आयोजना निर्माण गर्न उपयुक्त नहुने भएकाले सहुलियत ऋण लिएर आयोजना निर्माण गर्ने निर्णय गरिएको हो ।’ यसअघि सो आयोजनामा ८० प्रतिशत शेयर केवाटरको र २० प्रतिशत प्राधिकरणको हुने सहमति भएको थियो । गतवर्षको चैत १४ मा प्राधिकरण र केवाटरबीच केवाटरको ८० प्रतिशत शेयरबाट १० प्रतिशत स्थानीय बासिन्दालाई दिने सहमति भएको थियो । प्राधिकरणका तत्कालीन प्रमुख कार्यकारी निर्देशक टीकाराम वीसी र केवाटर उपाध्यक्ष व्युङ् हुन युनबीच ४२ मेगावाटको माथिल्लो मोदी ‘ए’ निर्माण गर्न सम्झौतापत्रमा हस्ताक्षर भएको थियो । केवाटरसँग पुनः छलफल गरेर आयोजना निर्माणको काम अगाडि बढाइने प्राधिकरणले बताएको छ ।
आन्तरिक खपतका लागि सो आयोजना निर्माण गर्न लागिएको हो । आयोजना निर्माणका लागि आवश्यक रकम अपुग भएमा कोरियन कम्पनी केवाटरले सहुलियत दरमा ऋण उपलब्ध गराइदिने मौखिक सहमति जनाइसकेको प्राधिकरणले बताएको छ । आयोजनाको लागत करीब १ अर्ब अमेरिकी डलर लाग्ने अनुमान गरिएको छ ।
आयोजनाको निर्माण कार्य ३ वर्षभित्र सम्पन्न गर्ने लक्ष्य लिइएको प्राधिकरणले बताएको छ । नदीको बहाव (रन अफ दि रिभर)मा आधारित यो आयोजना पर्वत र कास्की जिल्लाको सिमानामा रहेको छ । आयोजनाबाट उत्पादित विद्युत् पर्वतको डिमुवा सबस्टेशनमा जोडिनेछ । आयोजनाको सम्भाव्यता अध्ययन प्राधिकरणले सन् २००० मै गरिसकेको छ । आयोजनाको वातावरणीय अध्ययन कार्य सम्पन्न भइसकेको प्राधिकरणले जानकारी दिएको छ । आयोजनाको काम संयुक्त रूपमा अघि बढाउन २०११ को जुन १ मा कोरियाको केवाटर र प्राधिकरणबीच सहमति भएको थियो ।
