Zhejiang Jinlun Company of China, that received the contract for installing hydromechanical and electromechanical equipment for the Kulekhani III Hydropower Project, has gone out of contact. The project is facing uncertainty after the company, that signed agreement in 2010, has gone out of contact.

“It has not even imported raw materials required for fabrication of the equipment, forget about installing hydromechanical and electromechanical equipment,” a Nepal Electricity Authority (NEA) official told Karobar Tuesday. “The company representatives have not even reached the project site,” the official added. Project Chief Madhusudan Pratap Malla said there have been problems in all the works of the project due to the company. “The company first accepted the agreement. There is only the local agent now. There is problem in lack of mobilization of representatives of the company concerned. We are writing to ask them to immediately supply equipment,” he revealed and added that this delay in hydromechanical and electromechanical works at a time when civil construction is gaining momentum has created problems. The project has already been delayed by two and half years in lack of effective work by civil contractor Sino Hydro Corporation and delay by NEA in appointing consultant. The deadline for completion of the project has been extended by 30 months to September, 2014.

Zhejiang has appointed UP Mishra of Hulas Steel Industries as the local representative but he is not in contact. Promoter of the project NEA has not approved his appointment citing his lack of qualification. Water and Power Consultant Limited of India has already started work for supervision of the project and it is also facing problems due to uncertainty about hydromechanical and electromechanical works. The chances of Sino Hydro claiming compensation stating that work has been stalled due to the delay in hydromechanical and electromechanical works have also increased. Sino Hydro has already claimed compensation of around Rs 700 million stating that map and site were not provided on time, and problem in construction due to strikes. NEA has yet to take any decision on its claim.

The extended deadline for completion of the project expires in 14 months. The cost of the project has already increased by Rs 1.86 billion from Rs 2.43 billion to Rs 4.29 billion. Around 65 percent of the project has been completed while Rs 2.03 billion has already been spent. The main work of digging the tunnel has already been completed. Niyaj Ahmad had been working as the temporary consultant for the project earlier. The problem has arisen as he did not pay attention to hydromechanical and electromechanical works.

The installed capacity of the project is 14 MW. The total installed capacity of Kulekhani Project will rise to 106 MW after completion of this project. Construction of the project was started in April, 2008 with an aim of completing it by December, 2011

कुलेखानी तेस्रोको ठेकेदार सम्पर्कविहीन

काठमाडौं, १८ भदौ- कुलेखानी तेस्रो जलविद्युत् आयोजनामा हाइड्रोमेकानिकल र इलेक्ट्रोमेकानिकल उपकरण जडान ठेक्का सकारेको चीनको झिजियाङ जिनलुन कम्पनी सम्पर्कविहीन भएको छ । सन् २०१० मै ठेक्का सम्झौता गरेको कम्पनी ‘हराए’पछि आयोजनाको काम लथालिंग छ ।
“हाइड्रोमेकानिकल र इलेक्ट्रोमेकानिकल उपकरण जडानको त कुरै छाडौं, उसले उपकरण फ्याब्रिकेसन गर्न आवश्यक कच्चा पदार्थसमेत आपूर्ति गरेको छैन,” नेपाल विद्युत् प्राधिकरणका एक अधिकारीले कारोबारसँग भने, “कम्पनीका प्रतिनिधि आयोजनास्थलमा समेत पुगेका छैनन् ।”
आयोजना प्रमुख मधुसूदनप्रताप मल्लले झिजियाङ जिनलुनका कारण आयोजनाको सम्पूर्ण काममा समस्या आएको बताए । “पहिला ठेक्का सका¥यो, अहिले स्थानीय एजेन्टमात्र देखिएको छ,” उनले भने “सम्बद्ध कम्पनीको प्रतिनिधि परिचालन नहँुदा समस्या आएको छ । तत्काल उपकरण आपूर्ति गर्न पत्राचार गर्दैछौं ।” सिभिल निर्माणले गति लिएका बेला हाइड्रो र इलेक्ट्रोमेकानिकको ढिलाइले समस्या आएको उनले बताए ।
सिभिल ठेकेदार सिनो हाइड्रो कर्पोरेसनले प्रभावकारी काम नगर्दा र प्राधिकरणले समयमा परामर्शदाता नियुक्त नगर्दा आयोजनाको काम साढे २ वर्ष ढिलो भइसकेको छ । आयोजनाको समय ३० महिना थपेर सन् २०१४ सेप्टेम्बरसम्मलाई तोकिएको छ ।
झिजियाङले हुलास स्टिल इन्डस्ट्रिजका युपी मिश्रलाई स्थानीय प्रतिनिधि नियुक्त गरे पनि उनी सम्पर्कमा छैनन् । मिश्रको योग्यता नपुगेको भन्दै प्रवद्र्धक प्राधिकरणले सहमति दिएको छैन ।
आयोजना सुवरिवेक्षणका लागि भारतको वाटर एन्ड पावर कन्सल्टेन्ट लिमिटेड (वापकोर्स)ले काम सुरु गरिसकेको छ । हाइड्रोमेकानिकल र इलेक्ट्रोमेकानिकलको काम अनिश्चित भएपछि वापकोर्सलाई समेत काम गर्न समस्या भएको छ ।
सिनो हाइड्रोले यसै कारणले काम रोकिएको बताउँदै क्षतिपूर्ति दाबी गर्ने सम्भावना बढेको छ । यसअघि सिनोले समयमा नक्सा नपाएको, साइट उपलब्ध नगराएको र बन्द–हड्तालले काम गर्न नसकेको भन्दै झन्डै ७० करोड रुपैयाँ दाबी पेस गरिसकेको छ । प्राधिकरणले उसको दाबीमा निर्णय लिएको छैन ।
आयोजनाको समय सकिन करिब १४ महिनामात्र बाँकी छ । सन् २०११ डिसेम्बरमा २ अर्ब ४३ करोड रुपैयाँमा आयोजना सम्पन्न गर्ने लक्ष्य लिए पनि लागत १ अर्ब ८६ करोड रुपैयाँ बढेर ४ अर्ब २९ करोड रुपैयाँ पुगेको छ ।
आयोजनाले यो रकम स्वीकृतिका लागि प्राधिकरण सञ्चालक समितिमा पेस गरे पनि निर्णय भएको छैन । हालसम्म आयोजनाको ६५ प्रतिशत काम सकिएको छ । यो अवधिमा २ अर्ब ३ करोड रुपैयाँ खर्च भइसकेको छ । आयोजनाको मुख्य काम सुरुङ निर्माण सम्पन्न भइसकेको छ ।
यसअघि आयोजनामा अस्थायी परामर्शदाताका रूपमा नियाज अहमदले काम गर्दै आएका थिए । उनले हाइड्रो र इलेक्ट्रोमेकानिकलको विषयमा ध्यान नदिएकाले यस्तो समस्या आएको हो ।
आयोजनाको जडित क्षमता १४ मेगावाट हो । यो बनेपछि कुलेखानीको जडित क्षमता १ सय ६ मेगावाट पुग्नेछ । सन् २०११ डिसेम्बरमा सम्पन्न गर्नेगरी सन् २००८ अप्रिलबाट कुलेखानी तेस्रो निर्माण सुरु भएको हो ।
