KEC International gets Upper Tamakoshi HEP TRL

    KATHMANDU: Upper Tamakoshi Hydro Project board on Saturday decided to award KEC International Ltd, India, the tender for construction of transmission line from power house to Khimti Hydro Project. According to Project Chief Bigyan P Shrestha, KEC was the lowest bidder. KEC will energise the 220 KV transmission line by February 28, 2015. The 256 MW project, with the daily capacity, is believed to bring respite to the long-power outage in the country.

    माथिल्लो तामाकोसी जलविद्युत् आयोजना – प्रसारणलाइन बोलपत्र स्वीकृत

    काठमाडौं, १६ मंसिर – अपर तामाकोसी हाइड्रोपावर लिमिटेडले माथिल्लो तामाकोसी जलविद्युत् आयोजनाको प्रसारणलाइन तथा सबस्टेसन निर्माण अघि बढाउने भएको छ ।शनिबार बसेको सञ्चालक समिति बैठकले प्रसारणलाइन बोलपत्र स्वीकृत गरेको छ । कम्पनीले सबैभन्दा कम दर कबोल गरेको भारतको केइसी इन्टरनेस्नल लिमिटेडसँग ठेक्का समझौता गर्नेछ । केइसीले १ करोड ७९ लाख ४ हजार ८ सय ३२ अमेरिकी डलर र ५३ करोड ४५ लाख नेपाली रुपैयाँमा सो प्रसारणलाइन तथा सबस्टेसन निर्माण सम्पन्न गर्नेछ । सञ्चालक समितिले अनुमोदन गरेकाले प्रसारणलाइनको काम सुरु गर्ने आयोजना प्रमुख विज्ञान श्रेष्ठले जानकारी दिए । उनले निर्धारित समयमा प्रसारणलाइनको काम सम्पन्न गर्ने जानकारी दिए ।
    कम्पनीले सन् २०१५  मार्चमा आयोजना निर्माण गरी विद्युत् उत्पादन थाल्ने लक्ष्यका साथ सिभिल निर्माणको काममा तीव्रता दिएको छ । हालको प्रगतिको अवस्था हेर्दा निर्धारित समयमा आयोजना सम्पन्न हुने श्रेष्ठ बताउँछन्  । सरकाले माथिल्लो तामाकोसीलाई राष्ट्रिय गौरवको आयोजनामा राखेको छ ।
    सञ्चालक समितिले निर्णय गरे पनि निर्माण ठेक्का समझौतालगायत अन्य प्रक्रिया पूरा गर्न भने अझै एक महिनाभन्दा बढी समय लाग्ने देखिएको छ । आयोजनाको सिभिल निर्माणले गति लिइरहेको बेला प्रसारणलाइन निर्माण समयमा सम्पन्न नहुने भएकाले बिजुली खेर जाने समेत देखिएको छ ।
    केइसीले विद्युत्गृह गंगोरदेखि खिम्ती सबस्टेसनसम्म २ सय २० केभी क्षमताको ४७ किलोमिटर प्रसारणलाइन निर्माण गर्नुपर्ने हुन्छ । पूर्वमा विद्युत् आपूर्ति गर्न यो प्रसारणलाइन निर्माण हुन लागेको हो । प्रसाणलाइन तथा सवस्टेसन निर्माणका लागि २७ महिनाको समयतालिका छुट्टयाइएको छ । यो सिभिल निर्माणको लक्ष्यभन्दा दुई महिनापछि हो । आयोजनाको सञ्चालन हुनुभन्दा कम्तीमा दुई महिनाअघि अर्थात् जनवरी २०१५ मा नै प्रसाणलाइन तथा सबस्टेसन लटको निर्माण सक्नुपर्ने हुन्छ । अन्यथा बिजुली खेर जानेछ ।

    प्रसारणलाइन र सबस्टेसन निर्माण बोलपत्रमा केइसीका अतिरिक्त भारतको लार्सन एन्ड टर्बो लिमिटेडले २ करोड ८० लाख ७१ हजार र सेन्ट्रल चाइना पावर ग्रिड इन्टरनेसनल इकोनमी एन्ड टे«ड कम्पनी लिमिटेडले ४ करोड ६३ लाख डलर प्रस्ताव गरेका थिए ।

    The Upper Tamakoshi Hydro Electricity Project (UTHEP) is set to open bidding within two weeks for the electro-mechanical lot that includes construction of the project powerhouse and transmission lines.

    Seven companies including three from India, three from China and one Indian joint venture are vying for the contract. “The bidding will be opened for short-listed companies for the electro-mechanical lot in the next 10 to 15 days,” said UTHEP project manager Mrigendra Bahadur Shrestha.

    Larsen and Toubro, Mumbai’s Jyoti Structures and KEC International are the three Indian companies while the Indian joint venture in the fray is partnered by Spain’s Cobras Instalaciones Y Servicios and New Delhi-based Aravali Infrapower. The three Chinese companies are Sinohydro Corporation, Central China Power Grid International Economic and Trade Company and Shanghai Electric Power Transmission and Distribution Engineering.

    The project development phase is divided into four categories — Lot 1 (civil construction), Lot 2 (hydro-mechanical), Lot 3 (electro-mechanical) and Lot 4 (transmission lines). After being delayed for more than a year due to a cash crunch, the project is moving at a faster pace with the contract for civil construction already being awarded.

    “The project development activities are moving as per schedule, and we are hopeful that the project will be completed by the expected time in 2015,” said Shrestha.

    The contract for the project’s major civil construction works was awarded to Sinohydro Corporation last month. At present, the project’s 28.5 km track is being upgraded as part of the construction works, and a joint survey is being carried out.  The total estimated cost of the project is Rs 35.29 billion, and it is expected to be completed in 2015.

    UTHEP, located in Dolakha district, is the first large project being commissioned through

    the mobilisation of national capital in the country and will be the cheapest project yet. Of the total project cost, 70 percent is loan and the remaining amount will be distributed as shares among all the shareholders of the project.

    Meanwhile, Upper Tamakoshi Hydro Power Limited has formed a board to prepare the terms of references to appoint a new ED through open competition. The board will prepare the necessary guidelines required to appoint a new ED in the next 15 to 20 days, and the new ED will be appointed within the next six months.

    “The appointment of an ED is necessary for efficient management of the project for successful development in the given time,” Shrestha said. Earlier, appointment of Arjun Karki as ED of the project had created a controversy with Energy Minister Prakash Saran Mahat objecting to secretary Shankar Koirala’s decision to appoint him.
