Construction of 40 transmission lines affected due to lack of budget

    energy-transmissionAcquisition of land and Environmental Impact Assessment (EIA) for 40 big transmission lines have been affected as the government has not allocated sufficient budget in the current fiscal year.

    The Finance Ministry allocated Rs 1.09 billion only though the Energy Ministry had demanded Rs 2 billion for land acquisition, paying compensation and EIA in the first stage of moving these projects forward. The budget of Rs 13.50 billion allocated by the government for construction of 40 transmission lines of 132 KV, 220 KV and 400 KV is set to freeze, on the other hand, with important tasks like land acquisition, paying compensation and EIA remaining incomplete. The World Bank (WB) and the Asian Development Bank (ADB) will provide financial assistance for construction of transmission lines. The government has to allocate budget for land acquisition and EIA while the donors assist for the remaining works.

    Senior Divisional Engineer at the Energy Ministry Sanjeev Baral said the Finance Ministry has committed Rs 200 million for completing land acquisition and EIA of Koshi Corridor 220 KV, Kaveli Corrdior 132 KV, and Trishuli Hub 220 KV after the former demanded additional funds. He revealed that the Finance Ministry has corresponded agreeing to provide Rs 200 million by transferring funds from the projects under the Nepal Electricity Authority (NEA). He, however, expressed doubts that the committed amount will come as the Finance Ministry has written that the money will be transferred only if there is saving in NEA’s projects. He claimed there is lesser chance of the budget of Rs 13.50 billion being frozen if the Finance Ministry were to provide funds for land acquisition.

    Energy Minister Uma Kanta Jha said the work of land acquisition will move forward even without adequate budget. “We can use the budget if we can complete the work of awarding contracts for construction of transmission lines this year. We are also holding discussions with the officials at the ministry and NEA about the issue,” he stated. Around 40 transmission lines including Solu Corridor 132 KV, Koshi Corridor 220 KV, Lekhnath-Modi 132 KV, Kaveli Corridor 132 KV, Hetauda-Duhabi 400 KV, Dhalkebar-Bhitthamode 400 KV and others are to be constructed in the current fiscal year.

    There have already been problems in transmission of generated electricity to the load centers due to lack of transmission lines though power houses are being built regularly. Construction of hydropower projects in different corridors have been affected in lack of transmission lines. Construction of around a dozen projects in Koshi and Kaveli corridors have been affected due to uncertainty about construction of transmission lines. Electricity generated by the Sipringkhola Hydropower Project (10 MW) developed by Synergy Power has not been connected to the national grid due to lack of transmission line. NEA has also not been able to sign Power Purchase Agreements (PPA) with additional projects as the existing transmission lines are all occupied and there is risk of generated electricity going unused. NEA has stopped signing PPA with the projects where transmission lines have not been constructed. Similarly, construction of transmission lines has also been affected in recent times with land acquisition becoming a big problem. Developers complain that the projects are being affected also because the locals ask many times more than the true value of the land in compensation.

    NEA has brought a plan of expanding additional 3,000 kilometers of transmission lines of varying capacities in the next nine years as lack of transmission lines has started to obstruct electricity development. Altogether 54 transmission lines of varying capacities are to be constructed with joint investment of the government, NEA, WB and ADB. The estimated cost of these lines is around US$ 1.70 billion (around Rs 170 billion according to current exchange rate) including that of land acquisition. ADB will invest US$ 383 million, WB US$ 266 million and other donors US$ 205 million. The government and NEA will invest US$ 439 million for the purpose.

    बजेट नहुँदा ४० ठूला प्रसारणलाइन अन्योलमा

    काठमाडौं, २४ असोज- सरकारले चालू आर्थिक वर्ष पर्याप्त बजेट विनियोजन नगरेपछि प्रस्तावित ४० ठूला प्रसारणलाइनका लागि जग्गा अधिग्रहण र वातावरणीय प्रभाव मूल्यांकन काम प्रभावित हुने भएको छ ।ऊर्जा मन्त्रालयले चालू आवदेखि यी प्रसारणलाइन आयोजना अघि बढाउन पहिलो चरणमा जग्गा अधिग्रहण मुआब्जा भुक्तानी र वातावरण मूल्यांकन (ईआईए)का लागि २ अर्ब रुपैयाँ मागे पनि अर्थ मन्त्रालयले १ अर्ब ९ करोडमात्र विनियोजन गरेपछि यस्तो अवस्था आएको हो । यी काम सक्न ९१ करोड रुपैयाँ बजेट अपुग छ ।
    मुआब्जा र ईआईएजस्ता महत्वपूर्ण काम नसकिने भएपछि सरकारले चालू आवमा १३२, २२० र ४ सय केभी क्षमताका ४० प्रसारणलाइन बनाउन छुट्ट्याएको साढे १३ अर्ब रुपैयाँ पूरै फ्रिज हुनेछ ।
    प्रसारणलाइनका लागि एसियाली विकास बैंक (एडीबी) र विश्व बैंकले आर्थिक सहयोग गर्नेछन् । जग्गा प्राप्ति र वातावरणका लागि सरकारले बजेट विनियोजन गर्नुपर्छ । बाँकी कामका लागि दाताले सहयोग गर्दै आएका छन् ।
    प्रारम्भिक कामका लागि पर्याप्त बजेट नआएपछि ऊर्जाले थप रकम माग गरेकोमा अर्थले कोसी करिडोरमा २२० केभी, कावेली करिडोरमा १३२ केभीका साथै त्रिशूली– ३ ‘बी’ हबमा २२० केभी प्रसारणलाइनका लागि २० करोड रुपैयाँ दिने प्रतिबद्धता जनाएको ऊर्जाका सिनियर डिभिजनल इन्जिनियर सञ्जीव बराल बताउँछन् । अर्थले विद्युत् प्राधिकरणअन्तर्गतका आयोजनाबाट बचत हुने बजेट रकमान्तर गरी २० करोडसम्म दिन पत्राचार गरेको जानकारी उनले दिए । तर, यो रकम आउनेमा उनी शंका गर्छन् । अर्थले जग्गा अधिग्रहणका लागि बजेट दिए साढे १३ अर्ब रुपैयाँ फ्रिज हुने सम्भावना कम रहेको उनको भनाइ छ ।
    पर्याप्त बजेट नभए पनि जग्गाा प्राप्तिको काम अघि बढ्ने ऊर्जामन्त्री उमाकान्त झा बताउँछन् । “यो वर्ष प्रसारणलाइन ठेक्कापट्टाको काम गर्न सक्यौं भने बजेट प्रयोग गर्न सक्छौं,” उनले भने, “यो विषयमा मन्त्रालय र प्राधिकरणका अधिकारीसँग पनि छलफल भइरहेको छ ।”
    चालू आवमा सोलु करिडोरमा १३२ केभी, कोसी करिडोरमा २२० केभी, लेखनाथ–मोदीमा १३२ केभी, कावेली करिडोरमा १३२ केभी, हेटौंडा–दुहवीमा ४ सय केभी, ढल्केवर–भिट्ठामोडमा ४ सय केभीलगायत ४० प्रसारणलाइन आयोजना छन् ।
    धमाधम विद्युत्गृह निर्माण भइरहने तर प्रसारणलाइन नहुँदा उत्पादन हुने बिजुली खपत केन्द्रसम्म पु¥याउन समस्या परिसकेको छ । प्रसारणलाइन नभएका कारण विभिन्न करिडोरमा निर्माण तयारीमा रहेका आयोजनामा ढिलाइ भएको छ । कोसी र कावेली करिडोरमा प्रसारणलाइन निर्माण निश्चित नभएपछि ती क्षेत्रमा निर्माणाधीन र निर्माण तयारीमा रहेका १ दर्जनभन्दा बढी आयोजनाको काम प्रभावित छ । यही समस्याले सिनर्जी पावरले निर्माण गरेको सिप्रिङखोला जलविद्युत् आयोजना (१० मेगावाट)को विद्युत् खेर गएको छ ।

    हाल अस्तित्वमा रहेका प्रसारणलाइन भरिइसकेकाले प्राधिकरणले प्रवद्र्धकसँग थप विद्युत् खरिद सम्झौता (पीपीए) गर्न नसक्ने र निर्माणाधीन आयोजनाको विद्युत् यसैका कारण खेर जाने अवस्था आएको छ । प्राधिकरणले प्रसारणलाइन नबन्ने क्षेत्रका आयोजनासँग पीपीए रोकेको छ ।
    अर्कातिर, जग्गा प्राप्ति ठूलो समस्या भइदिँदा प्रसारणलाइनका काम प्रभावित छन् । स्थानीयले मूल्यांकनभन्दा कैयौं गुणा बढी रकम माग्ने गरेकाले पनि आयोजना प्रभावित भएको प्रवद्र्धक बताउँछन् ।
    प्रसारणलाइन अभावले विद्युत् विकासमा अवरोध आउन थालेपछि प्राधिकरणले ९ वर्षभित्र विभिन्न क्षमताका थप ३ हजार किलोमिटर प्रसारणलाइन विस्तार गर्ने योजना ल्याएको छ । सरकार, प्राधिकरण, विश्व बैंक, एडीबीको संयुक्त लगानीमा विभिन्न क्षमताका ५४ वटा प्रसारणलाइन आयोजना विस्तार गर्न लागिएको छ । जग्गा प्राप्तिसमेत गरी प्रसारणलाइनको अनुमानित लागत १ अर्ब ७० करोड अमेरिकी डलर (अहिलेको विनिमय दरअनुसार १ खर्ब ७० अर्ब रुपैयाँ) छ ।
    यसमध्ये ३८ करोड ३० लाख डलर एडीबी, २६ करोड ६० लाख विश्व बैंक र अन्य दाताबाट २० करोड ५० लाख डलर लगानी हुनेछ । सरकार र प्राधिकरणले ४३ करोड ९० लाख डलर लगानी गर्ने योजना छ ।
