West Seti hinders development of Far West

    west seti2The Far Westerners, who were elated at the prospect of construction of the country’s biggest hydropower project in their region, have started to worry as the West Seti Hydropower Project has not even started till date.

    Development of this region has been hindered as the government has been controlling budget for the region, which will get West Seti, in the past two decades and almost stopped giving new projects. But the initial euphoria has now given way for concern as there is no certainly about when the proposed project, that falls in four districts of the region, will start. “They send us back asking what we will do by constructing bridges, roads and schools in the area where West Seti will be built when we go to the government bodies to ask for development programs. But there has been no headway despite 18 years of rumors,” Dev Singh Dhami of Dhungad-4 in Baitadi said. “They should either build it soon or give us other development projects. They should not keep us in confusion for decades,” he added.

    New projects have not gone to 16 village development committees (VDC) of four districts that will be affected by the project for the past 18 years. Tilak Bahadur Singh of Talara, Doti rued bridges and school buildings in the area have been dilapidated in lack of budget for repair and maintenance. The people of this region were joyous when an agreement was signed with the Chinese company China Three Gorges Corporation

    (CTGC), that had developed a 22,500 MW project in China, to build this project in the Public Private Partnership (PPP) model. “People of Dadeldhura, Doti, Baitadi, and Bajhang districts, who did not mind getting no project after being given the country’s biggest project, have once again become suspicious as no work has started till now,” Dhan Bahadur Saud, another local, stated.

    A team of technical experts—including eight from the Chinese company and three Nepal government representatives–had completed preliminary study of the 750 MW reservoir project last year, but there has been no work in the field till now. President of the Main Committee of West Seti Stakeholders Ratan Saud claimed that the locals have not been told about the reason for the delay.

    Nepal will have 25 percent share in the project and CTGC 75 percent as per the agreement. Australian company Snowy Mountain Engineering Corporation, which had obtained the license for the project around 16 years ago, also had not moved the project forward. The Far West only has one hydropower project in Chameliya being built now. The project to be built over Seti river is considered to provide foundation for the development of he region.

    The project is expected to displace 18,269 persons of 2,421 families of Baitadi, Bajhang, Dadeldhura and Doti districts. Experts estimate that there will also be irrigation benefits for 250,000 hectares of land during the winter from the reservoir project. The locals, who have been demanding that the agreement for construction of the project be soon implemented, are anticipating employment, local infrastructure development, domestic production and business and more potential for benefits from the project. “The royalty to be obtained from the project will ensure that the region should not depend on the government for other development projects in the region,” Khadak Kaini of Belapur, Dadeldhura said. The local bodies will get a royalty of 12 percent from the project. The estimated cost of the project is US$ 1.60 billion and CTGC was to complete the project by 2020 as per the agreement.

    पश्चिम सेतीले रोक्यो सुदूरपश्चिमको विकास

    धनगढी, १५ वैशाख- आफ्नो क्षेत्रमा देशकै ठूलो जलविद्युत् परियोजना बन्ने भएपछि खुसीले गदगद् भएका सुदूरपश्चिमेली लामो समयसम्म आयोजना सुरु नै नहुँदा चिन्तित हुन थालेका छन् । पश्चिम सेती बन्ने क्षेत्रमा सरकारले दुई दशकदेखि बजेट तथा नयाँ योजना दिनै बन्द गरेको र आयोजना पनि सुरु नभएकाले यो क्षेत्रमा विकासको ढोका लागेको हो ।
    डेढ दशकदेखि उनीहरूले जलविद्युत् आयोजना निर्माणसँगै आर्थिक विकास, रोजगारी तथा आधारभूत पूर्वाधारको अपेक्षा राखेका थिए । तर, यो क्षेत्रका चार जिल्लासँग जोडिएको प्रस्तावित पश्चिम सेती कहिलेदेखि सुरु हुन्छ भन्ने एकिन जानकारी नै नहुँदा चिन्ताको ग्राफ बढेको छ ।
    “सरकारी निकायमा गएर योजना माग्दा, त्यहाँ पश्चिम सेती बन्छ, पुल, बाटो अथवा स्कुल बनाएर के गर्नुहुन्छ भनी फर्काइन्छ, यता १८ वर्षदेखि पश्चिम सेती बन्छ–बन्छ भनेर हल्लामात्र चलेको छ,” प्रभावित क्षेत्रमा पर्ने ढुंगाड– ४ बैतडीका देवसिंह धामीले भने, “परियोजना बन्ने भए चाँडो बनाउनुप¥यो, नबन्ने भए विकासका अरु योजना दिनुप¥यो, हामीलाई दशकौंसम्म झुलाइरहनु भएन ।”
    पश्चिम सेतीको जलाशय क्षेत्रमा पर्ने भनिएका चार जिल्लाका १६ गाविसमा १८ वर्षदेखि नयाँ योजना गएका छैनन् । यो क्षेत्रका पुल तथा विद्यालय भवनसमेत जीर्ण भएर भत्किने अवस्थामा पुगेको डोटी तलाराका तिलकबहादुर सिंह बताउँछन् । “वर्षांैअघि बनेका पुल तथा भवन जीर्ण भएका छन्, मर्मत गर्नसमेत जिविस÷गाविसले बजेट दिँदैनन्,” उनले गुनासो गरे ।
    चीनमा २२ हजार ५ सय मेगावाट क्षमताको आयोजना बनाएको चिनियाँ कम्पनी थ्री गर्जेजलाई सार्वजनिक–निजी साझेदारी (पीपीपी) मोडलमा पश्चिम सेती निर्माण गर्न दिने सम्झौता भएपछि यो क्षेत्रका स्थानीय हर्षित भएका थिए । स्थानीय धनबहादुर साउद भन्छन्, “देशकै ठूलो आयोजना बन्छ भन्दै अरु विकासका काम समेत नगरेका डडेल्धुरा, डोटी, बैतडी र बझाङका जनता अहिलेसम्म काम सुरु नहुँदा कतै फेरि पनि धोका हुने हो कि भनेर सशंकित बनेका छौं ।”
    ७ सय ५० मेगावाटको यो परियोजनाको ठेकेदार कम्पनी थ्री गर्जेज कर्पोरेसनको प्राविधिक विशेषज्ञ टोलीले गत वर्ष नै प्रारम्भिक अध्ययन पूरा गरेको थियो । थ्री गर्जेजको सहायक कम्पनी सीडब्लूईआईका आठ र नेपाल सरकारका तीन प्रतिनिधिले पश्चिम सेतीको प्रस्तावित सम्भाव्यताका बारेमा अध्ययन पूरा गरे पनि फिल्डमा अझै काम अघि बढेको छैन । काममा ढिलाइ हुनुको कारणबारे स्थानीयलाई कुनै जानकारी नदिइएको पश्चिम सेती सरोकार मूल समितिका अध्यक्ष रतन साउदले बताए ।
    सम्झौताअनुसार यो परियोजनामा नेपाल सरकारको २५ प्रतिशत र चिनियाँ कम्पनीको ७५ प्रतिशत लगानी छ । २०५४ सालमा पश्चिम सेतीको लाइसेन्स लिएर मुख्य लगानीकर्ता अस्ट्रेलियाको स्मेक कम्पनीले पनि काम अगाडि बढाएको थिएन ।
    अहिले सुदूरपश्चिममा चमेलिया जलविद्युत् आयोजनामात्रै निर्माण भइरहेको छ । सेती नदीमा निर्माण हुने भनिएको पश्चिम सेतीलाई सुदूरपश्चिम विकासको मुख्य आधार मानिएको छ । यो आयोजनाबाट बैतडी, बझाङ, डडेल्धुरा र डोटीका २ हजार ४ सय २१ घरधुरीका १८ हजार २ सय ६९ जना विस्थापित हुने अनुमान छ । यो जलाशययुक्त योजना भएकोले वर्षायाममा जम्मा भएको पानी हिउँदमा विद्युत् उत्पादनका लागि प्रयोग गर्दा थप पानीबाट २ लाख ५० हजार हेक्टर जमिनमा सिँचाइ सुविधासमेत पुग्ने अनुमान प्राविधिकहरूको छ ।
    परियोजना निर्माणका लागि भएको सम्झौता तत्काल कार्यान्वयनमा आउनुपर्ने माग गरिरहेका स्थानीयले रोजगारी, स्थानीयस्तरमा पूर्वाधार विकास, घरेलु उत्पादनको व्यापारलगायत विकास तथा आर्थिक लाभका सम्भावना बढ्ने अपेक्षा राखेका छन् । प्रभावित क्षेत्र डडेल्धुरा, बेलापुरका खडक कैनीले भने, “परियोजनाबाट प्राप्त हुने रोयल्टीले यो क्षेत्रको अन्य विकासका लागि सरकारी बजेटको मुख ताक्नुपर्ने अवस्था पनि अन्त्य हुनेछ ।” परियोजनाबाट स्थानीय क्षेत्रमा १२ प्रतिशत रोयल्टी प्राप्त हुनेछ ।
    परियोजनाको कुल लागत १ अर्ब ६० करोड अमेरिकी डलर हुने अनुमान छ । सन् २०१९÷२० मा परियोजनाको निर्माण कार्य सम्पन्न हुने सम्झौता भएको थियो ।
