Jagdulla Project Under Scrutiny Following Issuance of Letter of Intent

Kathmandu — Jagdulla Hydropower Company Limited has issued a letter of intent inviting bids for the Engineering, Procurement, and Construction (EPC) contract under civil and hydro-mechanical works. The company issued the letter of intent on Tuesday, stating that Jiangxi Construction Engineering (Group) Corporation (China) and ANK Construction Nepal JV, which have quoted a tax-exempt financial proposal of NPR 1.215 billion, are qualified.

If dissatisfied, Sino Hydro Corporation can file a complaint with the Public Procurement Review Committee within 15 days regarding the letter of intent, said the company’s Chief Executive Officer (CEO), Sanjay Sapkota. “If no complaint is received about the letter of intent, a letter must be issued within 15 days instructing Jiangxi Construction Engineering (Group) Corporation (China) and ANK Construction Nepal JV to come for contract signing,” he added. Sapkota further stated that the contract will be awarded only after completing the required procedures such as submitting the deposit and bank guarantee set by the company.

China’s Hezhou Shangcheng Electric Power Company informed Jagdulla Company via email on Jestha 7 (May 21) that it has not issued any certificate confirming the completion of the Shangcheng Hydropower Project and accused the company of unauthorized use of its name.

Although it was said that the 90-megawatt would be built, the email states that it was canceled and not constructed due to financial reasons. The email states, “If any contracts are made or funds are raised using the name ‘Shangcheng Electric Power Company’ or ‘Shangcheng Hydropower Station’ or through false claims, our company is not involved in such activities,” and adds, “We do not take responsibility for such actions.”

Sapkota stated that although the email sent by Hezhou Shangcheng Electric Power Company has been received, its authenticity has not yet been verified. “We used to communicate with Jiangxi Construction Engineering (Group) Corporation (China) through a particular email, but now the email has come from the organization that issued the certificate used by Jiangxi—should we consider it official or not?” he said. “The authenticity of the email has not been confirmed.”
