Bibek Raj Kandel of Chitwan has been appointed as Advisor (Energy Trade and Infrastructure, Special Class) to Biraj Bhakta Shrestha, the Minister for Energy, Water Resources, and Irrigation.
In this role, Kandel will provide strategic policy guidance aimed at strengthening Nepal’s long-term energy security, shaping energy policies, driving domestic sector reforms, and attracting private sector investment. He will also focus on accelerating energy trade reforms and advancing regional energy market integration.
Kandel brings over 15 years of professional experience across prominent national and international organizations, including the United Nations Development Programme (UNDP), the World Bank, and the International Renewable Energy Agency (IRENA).
He holds a Bachelor’s degree in Civil Engineering from Tribhuvan University, a Master of Public Administration (MPA) specializing in Climate and Energy Transition and Leadership from Harvard Kennedy School, and a Master’s degree in Energy Management from the University of Twente in the Netherlands.
