NEA to lose Rs 9 b a year after 6 years due to surplus energy in monsoon

    NEA_BuldingThe Nepal Electricity Authority (NEA) stands to lose Rs 9 billion a year from 1.80 billion units of electricity that can be wasted in the rainy season after six years as the government and private promoters are only constructing run of the river projects. NEA, however, has projected that load-shedding will continue during the dry season even then.

    Around 600 MW of electricity will be wasted during the monsoon in 2018, according to the NEA projections, as the consumption will rise to 1770 MW in the evening peak period while a total of 2432 MW will be produced by the government-owned and private projects. The amount to be lost is equal to the one-year income from the 456-MW Upper Tamakoshi Hydropower Project. NEA has yet to look for long-term market despite such forecasts. “NEA and the private producers are only constructing run of the river projects. Load-shedding will, therefore, continue during the winter while there will be wastage of energy in the five months in summer as the projects will operate in full capacity,” Director of the Power Trade Department at NEA Sher Singh Bhat stated. NEA stands to lose billions of rupees due to lack of Power Trade Agreement (PTA) with India to export the surplus electricity in monsoon and the trans-national transmission line also does not look likely to be completed in time, according to him.

    NEA has done Power Purchase Agreement (PPA) with 148 producers for 1826 MW of electricity till now. Similarly, projects with total capacity of 1596 MW are yet to be constructed with projects worth 950 MW under construction and the rest making financial arrangements. Bhat claimed that NEA will have to procure electricity from producers at Rs 6 per unit and sell it to India at Rs 2 per unit during the rainy season six years from now. “NEA will founder by having to sell electricity, procured at a higher rate, in cheap,” he opined.

    NEA is currently making a loss of Rs 4 billion a year. It has done PPA with the Power Trading Corporation, India (PTC) for 150 MW for 25 years from 2015 at take or pay model. PTC has to be paid for the electricity whether the trans-national transmission line is completed or not. NEA stands to suffer further loss from this. The super six projects worth 250 MW are in the process of signing PPA while projects worth around 5000 MW have applied with NEA for PPA.

    The current installed capacity of NEA including Kulekhani is 500 MW. It is 700 MW including the thermal plants. NEA has projected that Chamelia, Kulekhani, Upper Trishuli 3A and Rahughat will be completed in the next six years. Upper Tamakoshi (456 MW); Sanjen, Upper Sanjen, Rasuwagadhi and Bhotekoshi to be constructed by Chilime with combined capacity of  260 MW; Kaveli, Solu, Upper Solu and other four projects with combined capacity of 220 MW that are under competition; NEA’s own projects worth 240 MW; and projects worth 120 MW to be constructed by the private sector will be completed in the period.

    Nepal has been importing up to 150 MW of electricity from India despite the bilateral electricity agreement allowing transfer of only 50 MW.

    ” वर्षामा १ अर्ब ८० करोड युनिट बिजुली खेर जाने “

    काठमाडौं, ३० जेठ- सरकार र निजी प्रवद्र्धकले नदीको बहावमा आधारित (रन अफ दि रिभर) आयोजनामात्र बनाउन थालेकाले ६ वर्षपछि वर्षामा खेर जाने १ अर्ब ८० करोड युनिट बिजुलीबाट विद्युत् प्राधिकरणले बर्सेनि ९ अर्ब रुपैयाँ गुमाउने भएको छ । हिउँदमा भने लोडसेडिङ जारी नै रहने प्रक्षेपण उसको छ ।
    सन् २०१८ मा आन्तरिक बिजुली खपत साँझमा १ हजार ७ सय ७० मेगावाट पुग्ने र वर्षात्का पाँच महिनामा प्राधिकरण र निजी विद्युत्गृहबाट गरी कुल २ हजार ४ सय ३२ मेगावाट उत्पादन हुने भएपछि झन्डै ६ सय मेगावाट खेर जाने भएको हो । यो रकम माथिल्लो तामाकोसी जलविद्युत् आयोजना (४५६ मेगावाट)को एक वर्षबराबरको आम्दानी हो । प्राधिकरणले यस्तो प्रक्षेपण गरे पनि उसले हालसम्म दीर्घकालीन बजारको व्यवस्था गरेको छैन ।
    “प्राधिकरण र निजी लगानीकर्ताले रन अफ दि रिभर प्रकृतिका आयोजनामात्र निर्माण गरिरहेका छन्,” प्राधिकरण विद्युत् व्यापार विभागका निर्देशक शेरसिंह भाटले भने, “त्यसैले हिउँदमा लोडसेडिङ हुने नै छ तर वर्षात्का पाँच महिनामा पूरा बिजुली उत्पादन हुने भएकाले खेर जानेछ ।”
    वर्षात्मा आन्तरिक खपतभन्दा बढी उत्पादन भए पनि निकासीका लागि भारतसँग विद्युत् व्यापार सम्झौता (पीटीए) नभएकाले र अन्तरदेशीय प्रसारणलाइन पनि समयमा नबन्ने अवस्था आएकाले प्राधिकरणलाई अर्बौं रुपैयाँ घाटा हुने उनको भनाइ छ ।
    हालसम्म प्राधिकरणले १ सय ४८ प्रवद्र्धकसँग १ हजार ८ सय २६ मेगावाट विद्युत् खरिद सम्झौता (पीपीए) गरिसकेको छ । त्यस्तै, १ हजार ५ सय ९६ मेगावाट विद्युत् उत्पादन हुन बाँकी छ । यसमध्ये ९ सय ५० मेगावाटबराबरका आयोजना निर्माणाधीन अवस्थामा छन् भने ६ सय ४६ मेगावाटका आयोजनाले वित्तीय व्यवस्थापन गर्दै छन् ।
    ६ वर्षपछि वर्षामा बढी भएको बिजुली उत्पादनकसँग प्रतियुनिट ६ रुपैयाँमा किन्ने तर भारतलाई २ रुपैयाँमा बिक्री गर्नुपर्ने अवस्था आउने भाटले बताए । “महँगोमा किनेर सस्तोमा बेच्नुपर्दा प्राधिकरण धराशायी हुनेछ,” उनले भने ।
    प्राधिकरण अहिले वार्षिक ४ अर्ब रुपैयाँ नोक्सानमा छ । सन् २०१५ जुनदेखि भारतको पावर ट्रेडिङ कर्पोरेसन इन्डिया (पीटीसी)सँग उसले टेक अर पे (लेऊ वा देऊ) सम्झौतामा १ सय ५० मेगावाट विद्युत् पीपीए गरेको छ । दुई देशबीच अन्तरदेशीय प्रसारणलाइन बने पनि नबने पनि यो बिजुलीको भुक्तानी पीटीसीलाई दिनैपर्छ । यसले पनि प्राधिकरणलाई थप नोक्सानमा पार्ने देखिएको छ । पीपीए २५ वर्षका लागि भएको छ ।
    २ सय १० मेगावाट क्षमताका सुपरसिक्स आयोजना पीपीएका क्रममा छन् भने अझै ५ हजार मेगावाटबराबरका आयोजनाले पीपीएका लागि प्राधिकरणमा निवेदन दिएका छन् ।
    प्राधिकरणको जडित क्षमता कुलेखानीसमेत गरी ५ सय मेगावाट छ । आगामी ६ वर्षपछि चमेलिया, कुलेखानी, त्रिशूली– ३ ‘ए’ र राहुघाट निर्माणसम्पन्न हुने उसको प्रक्षेपण छ ।
    यो अवधिमा ४ सय ५६ मेगावाटको माथिल्लो तामाकोसी; चिलिमेले निर्माण गर्न लागेका सान्जेन, माथिल्लो सान्जेन, रसुवागढी र भोटेकोसी गरी २ सय ६० मेगावाट; प्रतिस्पर्धामा रहेका कावेली, सोलु, माथिल्लो सोलु गरी सात वटा आयोजनाबाट २ सय मेगावाट; प्राधिकरण आफैंले निर्माण गरेका आयोजनाबाट २ सय ४० मेगावाट तथा निजी लगानीकर्ताबाट १ सय २० मेगावाट बिजुली थप हुनेछ । तापीयसमेत गरी अहिले कुल जडित क्षमता ७ सय मेगावाट छ ।
    दुई देशबीचको विद्युत् आदानप्रदान सम्झौताअनुसार ५० मेगावाटमात्र बिजुली आदानप्रदान गर्ने व्यवस्था भए पनि नेपालले डेढ सय मेगावाटसम्म बिजुली खरिद गरिरहेको छ ।
