KATHMANDU: Survey work resumed in Gorkha on the run-of-the-river type Budhi Gandaki Project after Lalitpur Appellate Court restored the cancelled survey licence of the 254 MW project. Times Energy Private Limited has begun survey work at the site.
The court verdict had restored the survey licence of the project on March 20.
A week ago, an interaction with locals was held at Jagat of Gorkha on the hydro project.
Energy Secretary Hari Ram Koirala had scrapped the licence citing ‘unsatisfactory progress’ without giving the company opportunity to furnish clarification. Upon then prime minister Baburam Bhattarai’s recommendation, Koirala had issued the licence immediately to Nauseni Hydro Private Limited, a new company, in November.
Unlike other hydro project licence cancellations in the records of Department of Electricity Development (DEDD), the licence granted to Times Energy was cancelled within the valid time-period, officials said.
The company has also applied for renewal of survey license for two years at DEDD. A survey licence is valid for five years although the licence holder has to renew the licence two years after receiving it according to law.
Times Energy had got the license in April 2011.
Chairman of Times Energy CM Baskota said work has resumed at the site and the geotechnical study of the project has started.
A run-of-the river type project covering Sirdibas, Uhiya, and Kirauja VDCs of Gorkha will be constructed upstream at a cost of Rs 35 billion up to the location of the much talked about 600 MW Budhi Gandaki reservoir type project.
Baskota informed that Cyclotron Private Limited, an Indian company, has pledged to finance the project. He also said the survey would be completed in four years and the entire project would be completed in seven years after the survey is over.
The government has started opening the track for the service road to the project site. Baskota said Times Energy would upgrade the 22 km stretch of road from Sotikhola to the project site.
The project informed that scoping documents have been submitted and a gauge station is being established. Work is also going on with daily data collection and processing, hydrological studies and survey of construction materials.

२ सय ५४ मेवाको बूढीगण्डकी निर्माण गर्दै टाइम्स इनर्जी
– भारतीय साइक्लोट्रोन कम्पनीको लगानी – ६ वर्षमा निर्माण पूरा – लागत रू. ३८ अर्ब
जेठ २०, काठमाडौं ।
टाइम्स इनर्जी प्रालि (टीईपीएल)ले २ सय ५४ मेगावाटको बूढीगण्डकी जलविद्युत् आयोजना निर्माण गर्ने भएको छ । ६ वर्षभित्र आयोजनाको निर्माण कार्य सम्पन्न गरिसक्ने आयोजनाका अध्यक्ष चन्द्रमणि बास्कोटाले अभियानलाई बताए । उनले भने, ‘आयोजनाको सम्भाव्यता अध्ययनको काम असोज सम्ममा सकिनेछ ।’ भारतीय साइक्लोट्रोन कम्पनीको लगानीमा आयोजना निर्माण हुन लागेको हो ।
स्वदेशी पूँजीले मात्र निर्माण गर्न नसकिने भएकाले आयोजनामा भारतीय कम्पनीसमेतलाई सहभागी बनाइएको बास्कोटाले बताए । आयोजना निर्माणका लागि ३८ अर्ब रुपैयाँ लाग्ने अनुमान गरिएको छ ।
सो आयोजनासम्बन्धी तथ्याङ्क सङ्कलन कार्य, भौगोलिक सर्वे र भौगर्भिक अध्ययन सम्पन्न भइसकेका छन् । बास्कोटाले आयोजनाको उत्पादन क्षमता, निर्माण सामग्रीको सर्वे र हाइड्रोलोजिकल अध्ययन भइरहेको बताए । आयोजनाको वातावरणीय अध्ययन प्रतिवेदन पनि तयार भइसकेको छ । आयोजनाले जागत गाउँनजिकै बूढीगण्डकी नदीमा करीब २० मटरको बाँध बाँधी ५ दशमलव ८ किलोमिटर सुरुङ मार्गबाट नदीको पानीलाई उइया गाउँनजिकै रहेको विद्युत्गृहमा खसाली विद्युत् उत्पादन गर्नेछ । गोरखा जिल्लाअन्तर्गत सिर्दिवास, उइया र केरौजा गाविसमा सो आयोजना निर्माण हुने छ । आयोजना निर्माण हुने भएपछि आयोजनास्थलका बासिन्दा उत्साहित भएको पनि बास्कोटाले बताए । आयोजनाले जेठ ८ गते स्थानीय बासिन्दासँग अन्तरक्रिया कार्यक्रम गरेको थियो । कार्यक्रममा ४ सय ५० जनाको सहभागिता रहेको कम्पनीले बताएको छ ।
‘स्थानीवासीलाई आयोजना निर्माणसँगै हुने फाइदाका बारेमा जानकारी दियौं,’ उनले भने, ‘जतिसक्दो आयोजना निर्माण गर्नुपर्ने स्थानीय बासिन्दाको माग छ ।’ सरकारले आयोजनास्थलसम्म पुग्ने बाटो निर्माण गर्ने भएको छ । ‘सोतीखोलादेखि जागत भन्ने ठाउँसम्म ३२ किलोमिटरको ट्र्याक खोल्ने काम योजनामा परेको छ,’ भौतिक पूर्वाधार तथा यातायात व्यवस्था मन्त्रालयका एक कर्मचारीले बताए ।
आयोजनाले प्रभावित क्षेत्रका बासिन्दालाई कानूनतः न्यूनतम १० प्रतिशत शेयर दिने भएको छ । साथै, स्वास्थ्य, शिक्षा, सडकलगायतका सुविधा दिन पनि आयोजना तयार रहेको बास्कोटाले बताए । टाइम्स इनर्जीले आयोजना निर्माणका लागि २०६८ वैशाखमा सर्वे लाइसेन्स पाएको थियो । तर, सरकारले समयमै आयोजनाको काम शुरू नगरेको भन्दै सर्वेक्षण अनुमतिपत्र खारेज गरेपछि कम्पनी अदालत पुगेको थियो । पुनरावेदन अदालत, पाटनले कम्पनीको सर्वेक्षण अनुमतिपत्र पुनर्बहाली गरिदिएको थियो । ‘५ वर्षका लागि दिइएको सर्वेक्षण अनुमति डेढ वर्ष पनि नहुँदै विनाजानकारी खारेज गरेको थियो,’ उनले भने, ‘न्यायालयले न्याय दिएकोले आयोजना निर्माणको काम अघि बढाउँदै छौं ।’
