PDA_UMLKATHMANDU, SEP 16 – A board meeting of Investment Board Nepal (IBN) on the power development agreement (PDA) for the Upper Karnali Hydropower Project ended inconclusively on Monday too.

The meeting failed to endorse the PDA document after the CPN (UML) sought more clarity.

Earlier on the day, the UML Parliamentary Party meeting had concluded that more time was required for the endorsement of the PDA as some of the issues were still confusing. “Some of the provisions in the PDA are not clear while others require more discussions,” said UML leader Bhim Rawal. “We need more time to sign the PDA.”

IBN sources said Rawal put forth 13-14 points on which the UML wanted more clarity. With an all-party meeting slated for Tuesday, the next IBN board meeting will be convened on Wednesday.

    “As there is need for

shorting out issues at the political level, a meeting between the Nepali Congress and the UML will be held over Upper Karnali PDA,” said the source.
