The government on Tuesday extended the survey licence of India’s GMR Energy for the 900-MW Upper Karnali Hydropower Project by six more months.

GMR, which is also developing 600-MW Upper Marsyangdi project, had requested the government for the renewal of the licence after it expired in November 2011.

A meeting of the Investment Board (IB) chaired by Prime Minister Baburam Bhattari also permitted GMR to increase its paid-up capital in the projects. GMR had sought the government’s approval to increase the paid-up capital in the projects to Rs 1.9 billion each.

IB Chief Executive Officer Radhes Pant said the meeting also granted permission to two Indian power developers—GMR and Satluj Jal Vidyut Nigam—to open their offices in India to explore markets for the power produced by them in Nepal. Satluj is developing the 600-MW Arun III hydropower project.

“GMR is registered here as GMR-Nepal and it needs to set up an office in New Delhi to sell power produced in Nepal, extend the grid and explore power markets. It is seeking approval to set up an office in India,” an IB source said.

Satluj has also sought approval from the government to extend the deadline for bringing foreign equity in Arun III.

Progress on 14 national pride projects, including five hydropower and seven infrastructure projects, handed over to IB was also discussed in the meeting. The government handed these projects over to IB on May 27, 2012. “The Prime Minister assured full support to fast-track the projects,” added Pant.

Some of the major projects IB is looking after are West Seti, Upper Karnali, Arun III and Tamakoshi III hydropower projects; Kathmandu-Tarai Fast Track, Mid-Hill Highway, Kathmandu Metro Rail Service and North-South Corridor Roads.

The Investment Board Act allows the IB to take charge of hydropower projects above 500-MW capacity and infrastructure projects worth over Rs 10 billion.

काठमाडौँ, पुस ३ – लगानी बोर्डले माथिल्लो कर्णाली र माथिल्लो मर्स्याङ्दीको क्षमता बढाउन स्वीकृति दिएको छ। प्रधानमन्त्री तथा बोर्डका अध्यक्ष डा बाबुराम भट्टराईको अध्यक्षतामा आज प्रधानमन्त्री तथा मन्त्रिपरिषद् कार्यालयमा भएको बोर्ड बैठकले तीन सय मेगावाटको माथिल्लो कर्णालीलाई नौ सय मेगावाटमा र माथिल्लो मर्स्याङ्दी जलविद्युत् आयोजनाको क्षमता २५० बाट ६५० मेगावाट बनाउन स्वीकृति दिएको हो।

यसैगरी दुवै परियोजनाको पुँजी पनि कुल रु एक अर्ब ९० करोड पुर्‍याइने भएको छ।

बोर्डका सदस्य एवम् नेपाल उद्योग वाणिज्य महासङ्घका पूर्वअध्यक्ष कुशकुमार जोशीका अनुसार बोर्डले अरुण तेस्रो जलविद्युत् आयोजनाको प्रवर्द्धक सतलज पावर कम्पनी र माथिल्लो कर्णाली जलविद्युत् आयोजना निर्माता जिएमआरलाई छ महिना सर्वेक्षण अनुमतिको म्याद पनि थप गरेको छ।

त्यसैगरी बोर्डले ती आयोजनाको सम्पर्क कार्यालय भारतमा स्थापना गर्ने अनुमति दिनाका साथै पश्चिम सेती जलविद्युत् आयोजना, त्रिभुवन अन्तर्राष्ट्रिय विमानस्थललगायत पाँच ठूला आयोजना निर्माण र सुधार गर्न समेत स्वीकृति दिएको छ।

पाँच सय मेगावाटभन्दा बढी क्षमताका जलविद्युत् परियोजना, सरकारले तोकेका द्रुतमार्ग, सुरुङमार्ग, रेलमार्ग, रज्जुमार्ग र ट्रलीबस आयोजनाका कार्यक्षेत्र रहेको बोर्डले अन्तर्राष्ट्रिय तथा क्षेत्रीयस्तरका विमानस्थलको आधुनिकीकरण एवम् व्यवस्थापन गर्ने कामलाई समेत अगाडि बढाएको छ।

यस्तै फोहोरमैला व्यवस्थापन तथा प्रशोधन प्लान्ट, रासायनिक मल उत्पादन कारखाना, पेट्रोलियम रिफाइनी प्लान्ट, महत्वपूर्ण ठूला पुल, विशेष आर्थिक क्षेत्रको विकास, निर्यात प्रवर्द्धन तथा प्रशोधन क्षेत्र, विशेष औद्योगिक क्षेत्र तथा सूचना प्रविधि पार्कलगायत काम पनि बोर्डले अगाडि बढाउने योजनामा राखेको छ।

यसैगरी बोर्डले तामाकोसी तेस्रो जलविद्युत् आयोजना, पाँचतारे होटल, भौतिक पूर्वाधार विकास बैंक, निजगढ अन्तर्राष्ट्रिय विमानस्थल, उत्तर-दक्षिण करिडोर र त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलको स्तर वृद्धि गर्ने कामलाई समेत अगाडि बढाएको छ।

बोर्डले लगानीसम्बन्धी नीति तर्जुमा गर्ने गराउने, लगानीका लागि प्रतिस्पर्धात्मक वा प्राथमिकताका क्षेत्र छनोट गर्ने, आर्थिक तथा गैरआर्थिक सुविधा निर्धारण गर्नेगराउने, लगानी प्रवर्द्धनका लागि विभिन्न मन्त्रालयबीच समन्वय गर्ने, परियोजनाको शीघ्र निर्णय र समस्याको छिटोछरितो समाधान गर्दै लगानी प्रवर्द्धन गर्न विदेशस्थित नेपाली नियोगलाई परिचालन गर्ने उद्देश्यसमेत लिएको छ। सोही उद्देश्यअनुरुप काम बढाइएको बोर्डका सदस्य जोशीले जानकारी दिए।

Govt okays capital increase for GMR subsidiaries

KATHMANDU, Dec 19:The government on Tuesday took more than half a dozen decisions related to hydropower, including allowing GMR Upper Karnali Hydropower Company Limited and Himtal Hydropower Comapny — subsidiaries of Indian power developer GMR– to increase their capital and set up offices in New Delhi, India.

Nepal Investment Board (NIB), a high-level government entity chaired by Prime Minister Dr Baburam Bhattarai, met Tuesday morning and decided to renew the survey license for GMR for its Upper Karnali project (900 MW) for another six months.

The government had first granted a survey license to GMR for the Upper Karnali in May 2008. “GMR had sought a one-year extension of the survey license,” a high-level government official said. “But the existing law bars that.”

Likewise, the meeting has allowed GMR Upper Karnali Hydropower Limited and Himtal Hydropower Limited to established in Nepal to develop the Upper Karnali and Upper Marsyangdi (600 MW) respectively and increase their authorized and issue capital from Rs 450 million to Rs 1.9 billion for each company.

The companies had sought government approval to increase their capital investment after they increased their project capacity.
According to information compiled at the Department of Energy Development (DoED), the capacity of Upper Karnali has increased from 300 to 900 MW and that of Upper Marsyangdi from 250 MW to 600 MW.

“The meeting decided to allow them to increase their capital to cover the increased capacity of the projects,” the official told Republica.
IBN, at its meeting scheduled after a long time, has decided to allow Sutlej Jal Vidyut, a state owned Indian power producer, to bring in new equity shareholders and extend the time for doing so. Sutlej, which is developing the Arun III (900 MW) hydropower project, has been seeking new equity shareholders to develop the project.

According to the government official, Sutlej and GMR had both sought approval to establish offices in Delhi to work on marketing their hydropower once they come on stream. Both companies, which are engaged in the generation of a total of 2400 MW in Nepal, have targeted the Indian market for their future power output.

Additionally, the government has granted Himtal Hydropower Limited permission to start land acquisition verification (LAV) at the project site for Upper Marsyangdi in Lamjung and Manang districts.

“The company had requested permission to conduct LAV at the project site and this was granted,” the official said.
Meanwhile, the government recently approved the environment impact assessment (EIA) report for the Upper Marsyangdi project prepared by GMR.

The government has awarded three mega hydropower projects — Upper Karnali and Upper Marsyangdi to GMR and Arun III to Sutlej — under the build-own-operate-transfer (BOOT) scheme.

जीएमआरलाई पुँजी बढाउन अनुमति

काठमाडौं, ३ पुस- लगानी बोर्डले जीएमआर अपरकर्णाली हाइड्रोपावर लिमिटेड र हिमताल हाइड्रोपावर कम्पनीलाई पुँजी बढाउन स्वीकृत दिएको छ । प्रधानमन्त्री डा. बाबुराम भट्टराईको अध्यक्षतामा मंगलबार बसेको बोर्ड बैठकले दुवै कम्पनीको पुँजी बढाएर जनही १ अर्ब ९० करोड रुपैयाँ पु¥याउने प्रस्ताव अनुमोदन गरेको छ । यी दुवै कम्पनीमा भारतको जीएमआर इनर्जीको लगानी छ । यसअघि दुवै कम्पनीको पुँजी ४५ करोड रुपैयाँ थियो ।
जीएमआर अपर कर्णालीले ९ सय मेगावाटको माथिल्लो कर्णाली र जीएमआरकै लगानी रहेको हिमतालले ६ सय मेगावाटको मस्र्याङ्दी २ जलविद्युत् आयोजना बनाउने तयारी गरेका छन् । यी दुवै आयोजनाको जडित क्षमता १ हजार ५ सय मेगावाट छ । जीएमआरले दुवै आयोजनाबाट विद्युत् उत्पादन अनुमतिका लागि ऊर्जा मन्त्रालयमा निवेदन दिइसकेका छन् ।
सोही बैठकले ६० लाख रुपैयाँ सर्वेक्षण शुल्क लिएर माथिल्लो कर्णाली जलविद्युत् आयोजनाको म्याद छ महिना थप्ने निर्णय गरेको छ । छ महिना थप भएपछि जीएमआरको लाइसेन्स अवधि पाँच वर्ष पुग्नेछ । विद्युत् ऐनअनुसार जलविद्युत् आयोजनाको सर्वेक्षण लाइसेन्स बढीमा पाँच वर्ष रहने प्रावधान छ । पाँच वर्ष अघि प्रतिस्पर्धाबाट जीएमआरले माथिल्लो कर्णाली आयोजना पाएको थियो । मस्र्याङ्दी २ आयोजना प्रतिस्पर्धाबिनै उसले पाएको हो ।
जीएमआरको अतिरिक्त अरुण तेस्रो आयोजना बनाउन अनुमति पाएको सतलज जलविद्युत् निगमलाई भारतको नयाँदिल्लीमा सम्पर्क कार्यलय खोल्न बोर्डले अनुमति दिएको छ ।
गत जेठको दोस्रो साता बसकेको लगानी बोर्डको बैठकले पाँचवटा जलविद्युत् आयोजनाका साथै मल कारखाना, होटल, एयरपोर्ट लगायत १४ वटा बृहत् लगानीका आयोजना अघि बढाउने निर्णय गरेको थियो । निर्णय गरेको छ महिनाभन्दा बढी समय बितिसक्दा पनि बोर्डले एउटै आयोजना अघि बढाउन सकेको छैन् । ठुला लगानीका आयोजना भएकाले यसको परिणाम आउन समय लाग्ने बोर्डका प्रमुख कार्यकारी अधिकृत राधेश पन्त बताउँछन् । हालको तरल राजनीतिले गर्दा पनि लगानीकर्ता नआएको उनको भनाइ छ ।

माथिल्लो कर्णालीको सर्वेक्षणको म्याद ६ महीना थप

पुस ३, काठमाडौं (अस) । लगानी बोर्डले माथिल्लो कर्णाली आयोजनाको सर्वेक्षणका लागि दिइएको म्याद ६ महीना थप गरेको छ । बोर्डको मङ्गलवार बसेको बैठकले म्याद थप्ने निर्णय गरेको बोर्डका सहसचिव मुकुन्दप्रसाद पौड्यालले अभियानलाई बताए । सो आयोजनाका साथै माथिल्लो मस्र्याङ्दी–२ आयोजनाको सर्वेक्षणको जिम्मा भारतीय जीएमआर कम्पनीले पाएको छ । सर्वेक्षणको म्याद मङ्सिर ४ गते सकिएको थियो ।

जीएमआरले १ वर्ष म्याद थपका लागि निवेदन दिएको थियो । ‘कानूनले नै ६ महीनाभन्दा बढी समय थप गर्न नमिल्ने रहेछ,’ पौड्यालले भने ।

बैठकले माथिल्लो कर्णाली र माथिल्लो मस्र्याङ्दी–२ आयोजनाको नवीकरणका लागि जीएमआरले थप दस्तुर तिर्नुपर्ने निर्णय पनि गरेको छ । गत कात्तिकमा सरकारले ५ सय मेगावाटभन्दा बढी क्षमताका आयोजनाको नवीकरण दस्तुर रू. ६० लाख निर्धारण गरेको थियो । सोहीअनुरूप जीएमआरले सो रकम तिर्नुपर्ने पौड्यालले बताए । सो कम्पनीले यसअघि भएको सम्झौताअनुसार नवीकरण दस्तुरबापत वार्षिक रू. २० लाख तिरेको थियो ।

बैठकले माथिल्लो कर्णाली र माथिल्लो मस्र्याङ्दी–२ दुवै आयोजनालाई भारतमा सम्पर्क कार्यालय खोल्न र पूँजी वृद्धि गर्न पनि स्वीकृति दिएको छ । ती दुवै आयोजनाले सम्पर्क कार्यालय खोल्न र चुक्ता पूँजी वृद्धि गर्न अनुमति मागेका थिए । दुवै आयोजनाको चुक्ता पूँजी ४५/४५ करोड रुपैयाँ भएकोमा अब वृद्धि भएर दुवैको बेग्लाबेग्लै १ अर्ब ९० करोड हुने भएको छ ।

माथिल्लो कर्णाली आयोजनाबाट ९ सय मेगावाट विद्युत् उत्पादन हुनेछ । शुरूमा ३ सय मेगावाट विद्युत् उत्पादनका लागि सर्वेक्षण अनुमति पाएको जीएमआरलाई २०६६ पुस ५ गतेको सचिवस्तरीय निर्णयबाट क्षमता बढाएर ९ सय मेगावाट पुर्‍याउन स्वीकृति दिइएको थियो । यसैगरी माथिल्लो मस्र्याङ्दी –२ को क्षमता बढाएर ६ सय पुर्‍याइएको छ ।
