Despite criticism, NEA okays decision to upgrade capacity

    Trishuli_3A_Notice_NEANepal Electricity Authority ( NEA ) has formally endorsed the controversial decision to upgrade the capacity of the Upper Trishuli 3A Hydropower Project.

    Friday’s NEA board meeting, chaired by Energy Minister Uma Kant Jha, decided to upgrade the capacity of the project from the existing 60 MW to 90 MW. The move will now escalate the cost by Rs 4 billion and delay the construction by three more years, all this at a time when the country is reeling under an acute energy shortage.

    This is the first time the government has increased the capacity of a hydropower project midway and despite criticism from all quarters. The project construction began two years ago. Energy Secretary Hari Ram Koirala said the board meeting took the decision despite the absence of the Finance Secretary who is one of the board members. The secretary had refused to sign the minutes in an earlier meeting, saying that the project cannot be upgraded as it is being developed under the EPC (engineering, procurement and construction) contract. The NEA decision is also against the Public Procurement Act that says that a project cost cannot be increased by more than 10 percent.

    “The minister approved the proposal without giving it a second thought, without considering the fact that the upgradation would delay the project by three more years and cost an additional Rs 4 billion,” a senior NEA official told the Post. “The upgradation will benefit the contractor, China Gezhouba Group Co, and its local agent only,” the official added.

    The company has been pushing for the upgradation ever since it clinched the contract. However, previous Energy Ministers—Prakash Saran Mahat, Gokarna Bista and Posta Bahadur Bogati—had rejected its demand. The process gained momentum during the Baburam Bhattarai-led government where Bhattarai himself was looking after the energy ministry. Former Energy Minister Prakash Saran Mahat said the decision is “shameful” and that it will hit the country’s hydro power sector. “The move is also against the country’s laws,” he said.

    On January 4, the Cabinet had in principle given its consent to the MoE for the capacity upgradation. However, the NEA ’s top management was still reluctant. But with the change in the government, Energy Minister Jha, Energy Secretary Koirala and NEA Managing Director Rameshwor Yadav, all stood for the upgradation.With the capacity now gone up to 90 MW, the project cost has increased by $42.8 million. When the bid was called for, the Chinese contractor had quoted $89.18 million for 60 MW and $111 million for 90 MW. The government had then awarded the 60 MW project at $89 million.

    Now, the NEA nod for the upgradation means the Chinese contractor got the 90 MW project for $132 million. The capacity upgradation also will not contribute much to resolving the power shortage in the country, as the additional energy will be available only during the wet season. According to the NEA , there will be 3 billion units of surplus power during the wet season after the project’s completion. However, by the time the upgraded project is completed, the additional energy will be of no use.

    Trishuli 3A has been in controversy ever since the then government talked about the capacity upgradation. In the last one year, the Energy Ministry has also formed two separate committees to look into whether the capacity should be increased. However, both the committees failed to come up with clear suggestions. In a bid to justify its decision, the NEA board has decided to publish a public statement in daily newspapers, stating that the capacity upgradation would benefit the country and do no harm.

    The foundation stone of the Upper Trishuli III ‘A’ was laid in November 2011. On February 25, 2011, the Cabinet approved a Chinese Exim Bank loan worth Rs 7.08 billion for its construction. The interest rate on the loan has been maintained at 1.75 percent, while the repayment period is 20 years.

    Upper Trishuli hydel upgraded to 90 MW

    KATHMANDU: The board meeting of the Nepal Electricity Authority today decided to upgrade Upper Trishuli 3A hydro project from 60 MW to 90 MW, ignoring protests that the upgradation will result in losses to NEA due to the delay caused in the completion of the project.

    The meeting chaired by Minister for Energy Uma Kant Jha reviewed the agreement signed with China Gezhouba Group Company to construct the hydro project. The company had won the project as the lowest bidder and the agreement was signed on engineering, procurement and construction model on 1 June 2011. According to the revised decision, the cost of the project has increased to $132 million from $89 million.

    NEA’s Managing Director Rameshwor Yadav told The Himalayan Times that the project will be completed within 35 months.

    It was agreed today to spend $20 million in addition to the company’s proposal of $111 million for upgrading the project to 90 MW.

    The project was expected to be completed on 30 May 2014 but the revision has delayed the project by two years.

    Talking to this daily, Yadav said, “Energy will be produced at the rate of Rs 2.70 per unit which is cheaper than the Power Purchase Agreement rate of Rs 4.80 for the summer and Rs 8.40 for the winter season.” However, it depends on the government to provide the sum and begin the project, added Yadav.

    Before the upgradation deal was signed, the five trade unions of NEA had urged the Chairman of Interim Election Council of Ministers Khil Raj Regmi to stop the upgradation.

    Rameshwor Paudel, General Secretary of NEA Employees Union, said they would protest the decision and not let it be implemented. They said they would announce the protest programmes on Sunday after a meeting of all the trade unions.

    Talking to this daily over phone, former finance minister and Nepali Congress leader Ram Sharan Mahat termed the decision illegal. Mahat and former energy ministers Gokarna Bista and Prakash Sharan Mahat had met former prime minister Baburam Bhattarai in January to impress upon him the futility of upgradation as sought by the company, as it would lead to loss to the NEA by delaying the project by years at a time of perpetual load shedding. They had also protested the awarding of the project to the company without open competition.

    However, Bhattarai’s Cabinet had allowed the Nepal Electricity Authority board in principle to go ahead with capacity increment after studying the technical and legal aspects.

    त्रिशूली–३ ए ९० मेगावाट

    काठमाडौं – नेपाल विद्युत प्राधिकरणले अन्ततः माथिल्लो त्रिशूली–३ ए जलविद्युत परियोजनाको क्षमता बढाउने विवादास्पद निर्णय गरेको छ।

    शुक्रबार बसेको प्राधिकरण सञ्चालक समिति बैठकले माथिल्लो त्रिशूली–३ एको क्षमता ६० बाट बढाएर ९० मेगावाट पुर्या उने विवादास्पद निर्णय गरेको हो।
    आयोजनाको क्षमता बढाउन नहुने भन्दै विभिन्न अध्ययन समितिले दिएको प्रतिवेदन विपरीत बाबुराम भट्टराई नेतृत्वको सरकारले गत पुसमा आयोजनाको क्षमता बढाउन स्वीकृति दिएको थियो।
    प्राधिकरणका प्रबन्ध निर्देशक तथा सञ्चालक समिति सदस्य सचिव रामेश्वर यादवले तत्कालीन मन्त्रिपरिषदको सहमतिकै आधारमा शुक्रबार आयोजनाको क्षमता बढाउने निर्णय भएको बताए।
    ‘त्रिशूली–३ एको क्षमता बढाउने निर्णय भएको छ,’ प्राधिकरण सञ्चालक समिति निर्णय पुष्टि गर्दै यादवले भने, ‘यसबारे अध्ययन गर्न ऊर्जा मन्त्रालयद्वारा गठित उच्चस्तरीय समितिको सुझाव बमोजिम नै पूर्व सम्झौताभन्दा ३० मेगावाट बढाउन सैद्धान्तिक स्वीकृति दिने निर्णय भएको हो।’
    उनका अनुसार यसअघि गत मंसिरमा ऊर्जा मन्त्रालयले गरेको प्रस्ताव बमोजिम पुसमा मन्त्रिपरिषदले आयोजनाको क्षमता बढाउने सहमति दिएको थियो। तत्कालीन विपक्षी दलको चर्काे विरोधका कारण मन्त्रिपरिषदले सहमति दिए पनि ६ महिनासम्म प्राधिकरणले निर्णय गरेको थिएन।
    सरकारले बिहीबार दिएको यो सहमतिसँगै चिनियाँ ठेकेदार कम्पनी गेजुवा त्रिशूली–३ एको वर्षायाममा मात्र ३० मेगावाट थप बिजुली उत्पादन हुने गरी आयोजनाको क्षमता बढाउने वर्षौंको प्रयास सफल भएको छ। झन्डै ८ अर्ब रुपैयाँ लागतको यो आयोजनाको क्षमता बढाउँदा चार अर्ब रुपैयाँभन्दा बढी लागत बढ्छ भने पूरा हुने समय दुई वर्ष लम्बिन्छ।
    यसअघि तोकिएको क्षमता बढाउन नयाँ टेन्डर आह्वान गर्नुपर्ने प्रावधानको वेवास्ता गर्दै तत्कालीन सरकारले मन्त्रिपरिषदबाटै स्वीकृति दिएको थियो। यसअघि परियोजना ९० मेगावाटको बनाउन स्वीकृति दिँदा करोडौं भ्रष्टाचार भएको र नेपालको हित विपरीत हुने भन्दै विपक्षी दलसम्बद्ध पूर्व ऊर्जा र अर्थमन्त्रीहरुले राष्ट्रपतिलाई सम्झौता रोक्न आग्रह गरेका थिए।
    आयोजनाको क्षमता ६० बाट बढाएर ९० मेगावाट बनाइए पनि लोडसेडिङ हुने सुख्खा याममा ६० मेगावाट भन्दा बढी बिजुली उत्पादन हुँदैन। यसअघि तत्कालीन प्रधानमन्त्री बाबुराम भट्टराईले पनि पूर्व अर्थमन्त्रीहरुलाई सहमति बिना सरकारले परियोजना अघि नबढाउने आश्वासन दिएका दिए। पूर्व अर्थमन्त्रीहरुले पछिल्लो सरकारी तयारीले लोडसेडिङ कम गर्न नसक्ने, महँगो पर्ने र आर्थिक चलखेलको संकेत देखिएको दाबी गर्दै आएका छन्। तर पछिल्लोपटक माओवादी तथा मधेसी नेताहरुको दबाबमा ऊर्जामन्त्री एवं प्राधिकरण सञ्चालक समितिका अध्यक्ष उमाकान्त झाले यो निर्णय गराएको उनीहरुले आरोप लगाएका छन्।
    वर्षायाममा बिजुली बढी हुने समयमा बढी उत्पादन भए पनि चाहिने सुख्यायाममा एक युनिट पनि ऊर्जा नथपिने आयोजनाको लागत बढाउन नहुने उनीहरुको तर्क थियो। सरकारको यो निर्णयले राज्यमाथि चार अर्ब रुपैयाँभन्दा बढी ब्ययभार थप्नेछ भने सन् २०१५ मा पूरा हुने आयोजना सम्पन्न हुन २०१७ सम्म पर्खनुपर्नेछ। चिनियाँ कम्पनीले झन्डै चार वर्षअघि यो ठेक्का पाएको थियो।
    माथिल्लो त्रिशूली–३ एमा ठेकेदार कम्पनीको मागबमोजिम नयाँ खाले भेरिएसनको स्वीकृति दिँदा मुलुकले चरम लोडसेडिङको समस्या भोगिरहेको बेला आयोजनाको निर्माण अवधि दुई वर्ष पछि धकेलिने र लागतसमेत चार अर्ब रुपैयाँ बढ्ने भन्दै अर्थविदहरु, पूर्व अर्थमन्त्री, ऊर्जामन्त्रीहरुले यसमा विरोध जनाउँदै आएका छन्।
    ऊर्जा मन्त्रालयसम्बद्ध उच्च स्रोतअनुसार इपिसी कन्ट्र्याक्टमा निर्माण भइरहेको उक्त आयोजनाको भेरिएसन अर्थात निर्माण लागत बढ्ने गरी उत्पादन क्षमता बढाउने निर्णय इपिसी ठेक्का सम्झौता र विद्यमान सार्वजनिक खरिद ऐनलगायत विद्यमान नेपाली कानुनविपरीत छ।
    झन्डै दुई वर्षअघि काम सुरु गरेको ठेकेदार कम्पनीले ठेक्का पाएदेखिनै आयोजनाको क्षमता बढाउन सरकारलाई दबाब दिँदै आएको थियो। तर, यसअघिका ऊर्जामन्त्रीहरु प्रकाशशरण महत, गोकर्ण विष्ट र पोष्टबहादुर बोगटीले ठेकेदारको माग अस्वीकार गरेका थिए। वर्षाैंदेखि नेपालको हितमा नहुने भन्दै रोकिएको उक्त निर्णय आफैंले ऊर्जा मन्त्रालयको जिम्मेवारी लिएको बेला तत्कालीन प्रधानमन्त्री भट्टराईले मन्त्रिपरिषदबाट गराएका थिए।
    पूर्व ऊर्जा मन्त्री तथा एमाले नेता गोकर्ण विष्टले सरकारी पछिल्लो तयारी सार्वजनिक खरिद ऐन विपरीत मात्रै नभएर लोडसेडिङ कम गर्न नसक्ने, महंगो र आर्थिक पक्ष रहस्यपूर्ण भएको बताए।
    ‘सम्झौताको बेला निर्माण कम्पनीले २२ मिलियन अमेरिकी डलर (करिब १ अर्ब ९२ करोड ६ लाख रुपैयाँ) थपे वर्षाको समयमा ३० मेगावाट विद्युत उत्पादन गर्न सकिने प्रतिवेदन बुझाएको थियो,’ विष्टले नागरिकसँग भने, ‘तर अहिले चार अर्ब लागत बढाउने निर्णय गरिएको छ। र यो आर्थिक वृद्धि रहस्यपूर्ण छ।’
    विष्टले तत्कालै विद्युत आयोजना सम्पन्न गरेर लोडसेडिङ समाधान गर्नुपर्ने आवश्यकता रहेको बताए।
    उनले यो परियोजनाले बर्खामा मात्रै राहत पुर्याोउने तर, त्यतिबेलासम्म तामाकोसी लगायतका आयोजना आइसक्ने भएकाले क्षमता थप गर्नुको औचित्य नभएको बताए। क्षमता थप गर्दा सार्वजनिक खरिद ऐनअनुसार टेन्डर गर्नुपर्ने भए पनि मन्त्रिपरिषदले सिधै निर्णय गरेकाले यसले कानुनको समेत धज्जी उडाएको उनको भनाइ छ।
    पूर्व अर्थमन्त्री तथा नेपाली कांग्रेस नेता रामशरण महतले कामचलाउ सरकारलाई यस्तो गम्भीर विषयमा निर्णय गर्ने अधिकार नभएको बताए। ‘यो निर्णयले ऊर्जा समस्या समाधानमा योगदान गर्दैन बरु बन्दै गरेको परियोजनासमेत थप दुई वर्षपछि धकेलिएको छ,’ उनले भने, ‘राष्ट्रको ढुकुटी ब्रह्मलुट गरेर सिधै भ्रष्टाचार गर्ने यो सरकारलाई यही आधारमा राष्ट्रपतिले तत्काल बर्खास्त गर्नुपर्छ।’
    उनले यसलाई ‘बाबुराम सरकारको लुटने अभियानको निरन्तरता’ भनेका छ। उनले क्षमता बढाउँदा पनि विद्युत अभाव हुने समयमा उत्पादन नथपिने, आयोजना निर्माणमा ढिलाइ हुने र लागतसमेत बढ्ने भएकाले यसलाई तत्काल रोक्नुपर्ने बताए।
    पूर्व अर्थमन्त्री प्रकाशचन्द्र लोहनीले यसअघि त्यही कम्पनीले ३० मेगावाट थप्न कबोल गरेको मूल्यको दोब्बरमा उसैलाई दिनु रहस्यपूर्ण भएको बताए।
    ‘त्यत्ति नै क्षमताको बनाउन यसअघि प्रस्ताव गरेको कागजात हामीसँगै छ,’ उनले भने, ‘घटाउनुको सट्टा उल्टो त्यही प्रस्तावकलाई करोडौं थपेर दिनुले कुन नियतले दिइयो भन्ने प्रष्ट गर्छ।’ उनले आयोजनाले के फाइदा दिन्छ? भन्ने सामान्य बुझाइलाई समेत लत्याएर सरकारले यो निर्णय गरेको बताए। लोहनीका अनुसार यो निर्णयले लागत ४ अर्ब रुपैयाँले बढ्छ भने निर्माण अवधि तीन वर्ष थपिन्छ।
    इपिसी कन्ट्र्याक्टमा निर्माणाधीन आयोजनाको भेरिएसन गर्न इपिसी ठेक्का सम्झौता र विद्यमान नेपाली कानुनअनुसार नमिल्ने ऊर्जाविद बताउँछन्। इपिसी कन्ट्र्याक्टमा इन्जिनियरिङ, मेसिनरी तथा उपकरण खरिद र निर्माणका सबै कामको जिम्मेवारी ठेकेदारको हुन्छ। यस्तो ठेक्कामा क्वान्टिटी भेरिएसन गर्न मिल्दैन। आयोजनाको क्षमता ६० मेगावाटबाट ९० मेगावाट गर्दा स्कोप भेरिएसन हुन्छ। सरकारको यो स्वीकृतिले उक्त आयोजना पाँच वर्षपछि मात्रै निर्माण सम्पन्न हुने र त्यतिबेलासम्म वर्षायाममा आवश्यकताभन्दा बढी विद्युत उत्पादन भइसक्ने हुँदा यो आयोजनाबाट उत्पादित थप ३० मेगावाट विद्युत पूरै खेर जाने विद्युत प्राधिकरणका अधिकारी बताउँछन्।
    पूर्व मन्त्री विष्टका अनुसार चार अर्ब रुपैयाँ खर्चेर माथिल्लो त्रिशूली–३ एको क्षमता बढाउँदा प्राधिकरणको खेर जाने विद्युतको परिमाणमा १५ करोड युनिट थपिएर प्राधिकरणलाई वार्षिक ८० करोड रुपैयाँ घाटा हुन्छ। आयोजनाको उपयोगी समय ३० वर्ष मान्दा आयोजनाको कुल जीवनमा माथिल्लो त्रिशूली–३ एका कारणबाट मात्रै २४ अर्ब रुपैयाँ घाटा पर्नेछ। यो रकमले माथिल्लो त्रिशूली–३ एजस्ता ३ वटा आयोजना बनाउन सकिन्छ।
    स्रोत अनुसार जलविद्युतका एजेन्ट, सीमित स्वार्थ भएका ऊर्जा मन्त्रालयका कर्मचारी र यी दुवैसँग बलियो साँठगाँठ भएका प्रभावशाली नेतालाई समेत उपयोग गरी नियम मिचेर हतार हतारमा आयोजनाको क्षमता थप गर्ने निर्णय भएको हो। यसअघि विद्युत प्राधिकरणको सञ्चालक समितिद्वारा गठित दुई अलग अलग प्राविधिक समितिले उक्त आयोजनाको क्षमता बढाउनु आर्थिक र प्राविधिक हिसाबले अनुपयुक्त भन्दै अस्वीकार गर्दै आएका थिए। ऊर्जाविदका अनुसार यस आयोजनाको क्षमता जति नै बढाए पनि यसले सुख्खायाममा उत्पादन गर्ने ऊर्जामा कुनै सहायता हुने छैन।  हाल निर्माणधिन जलविद्युत आयोजनाहरु तोकिएको समयमै सम्पन्न भएमा सन् २०१७ उता वार्षिक ३ अर्ब युनिटभन्दा बढी बिजुली वर्षायाममा खेर जाने प्राधिकरणको प्रक्षेपण छ।
