Renewable Energy and Energy Efficiency Bill Registered in Parliament

Kathmandu. The ‘Renewable Energy and Energy Efficiency Bill, 2026’ has been registered in the House of Representatives as a priority of the Ministry of Energy, Water Resources and Irrigation. The ministry registered the bill at the Federal Parliament Secretariat on Tuesday.

The bill aims to establish a foundation for advancing energy production, utilization, conservation and consumption in an integrated manner by bringing renewable energy promotion and energy efficiency under a common legal and institutional framework. Its main objective is to establish the necessary legal provisions for identifying, developing, expanding and promoting renewable energy, while enhancing energy efficiency, saving and conserving energy, and expanding energy access.

Under the proposed provisions, a Renewable Energy and Energy Efficiency Center would be established in place of the existing Alternative Energy Promotion Centre. The proposed center is envisioned as the key institutional mechanism for identifying, promoting, developing and expanding renewable energy, as well as implementing and coordinating programs related to energy efficiency and conservation.

The proposed bill has also prioritized increasing energy consumption, efficient utilization and conservation alongside energy production. Once implemented, it would provide a basis for promoting the development of solar, wind, biomass, small-scale and other innovative renewable energy sources, while also emphasizing the efficient use of generated energy and the expansion of energy-efficient technologies.

If the bill is passed and effectively implemented, it would create a foundation for linking renewable energy generation, energy efficiency, energy conservation, increased domestic consumption, private investment, new energy technologies, green industries, and carbon and climate finance within a single energy development cycle.
