Kathmandu: The government has moved forward with the process of reopening Power Purchase Agreements (PPAs). A meeting of the Nepal Electricity Authority’s Board of Directors held on Thursday evening formed a five-member subcommittee to prepare the necessary criteria for signing PPAs.
The meeting, chaired by Minister for Energy, Water Resources and Irrigation Biraj Bhakta Shrestha, appointed NEA Board Member Anshukiran Shahi as the coordinator of the subcommittee.
The subcommittee has been given seven days to prepare the PPA criteria and submit it to the board. Its members include the Deputy Director General of the Department of Electricity Development, CDE Shaligram Bhandari representing the Ministry of Energy, and energy expert Rivaj Sharma. The Director of the Trade Department will serve as the member-secretary.
According to the NEA board’s decision, the criteria are being developed to facilitate PPAs with power producers that have already obtained generation licenses, in line with provisions included in the Fiscal Act 2026/27.
The decision states that the subcommittee was formed to study and analyze the existing PPA framework of the Authority as well as recommendations made by a committee formed by the Ministry of Energy, Water Resources and Irrigation before drafting the criteria.
Based on the standards prepared by the subcommittee, the government plans to proceed with PPAs for energy producers that have secured generation licenses.
